Summary

Position located in the Fleet and Family Readiness Program Service Center, at Keyport, WA. Incumbent is responsible for various support functions for 1000+ non-appropriated fund employees assigned to sports, fitness & recreation; food & beverage business activities; child & youth programs; and warfighter support programs including Wounded Warrior for 3 major naval installations in the Pacific Northwest including: Naval Station Everett, Naval Base Kitsap, and Naval Air Station Whidbey Island.

Duties

Duties:
The incumbent provides technical support in recruitment and placement activities for a wide variety of positions. Duties encompass the life cycle of an employee, from developing and posting vacancy announcements, to onboarding of the selected employee(s), maintaining and processing personnel actions, to separation of the employee.

Recruiting/Staffing (includes but not limited to):
  • Prepares vacancy announcements, makes qualification determinations for vacancies.
  • Performs full range of recruitment and staffing duties including the above and the following:
    • Ensures candidates meet minimum qualifications and applies position crediting plan to determine the highest qualified to include on a certificate of eligible candidates for hiring manager consideration.
    • Assists with interviews and conducts reference checks on potential hires.
    • Contacts selectees and offers positions.
    • Provides initial background investigation documents to appointees,
    • Prepares new hire documents for orientation.
    • Ensures employee official personnel files (OPFs) are organized properly and all pertinent documentation is filed correctly and timely.
    • Maintains job vacancy files, ensuring adherence to regulations.
    • Notifies applicants of non-selection.
    • Provides in-person and/online orientation for all new employees and assists individuals in completing the required appointment forms.
    • May conduct additional orientation or training for newly appointed supervisors
General (includes but not limited to):
  • Receives and answers general questions from customers related to one or more of the HR functional areas and refers questions of a more complex nature to the HR subject matter expert for action/response.
  • May serve as the main point of contact for timekeeping matters to include entering data, updating timecards, running reports and performing pay period end processes.
  • May present HR-related training to FFR personnel.
  • Prepares and inputs Personnel Action Requests (PARs) and other employee changes into the automated HR information system (e.g. SAPHR) and generates reports of transactions for the Official Personnel File (OPF).
  • Enters data into recruitment and staffing trackers for updates
  • Maintains various files; performs file disposals according to prescribed schedule.
  • May initiate and process T1 background investigation documents including electronic questionnaires for NAF personnel serving in non-sensitive positions. Coordinates with cognizant Activity Security Manager for investigations requiring T3 level and above.
  • Generates reports serving various purposes (e.g., staffing rates, due dates, etc.).
  • Recommends changes to standard procedures.
  • Attends required local and regional meetings as HR representative.
May be assigned as point of contact for specific human resources functions to include, but not limited to: awards and recognition, drug testing, personnel security, compensation, benefits, infosystems, retirement, etc.

May be assigned other duties as assigned based on qualifications and abilities.

Must meet Federal Employment suitability requirements and successful completion of background investigation.

Valid Washington State driver's license is required.

Qualifications

Qualified candidate must have at least one year of administrative experience including six (6) months strong experience in recruiting and applicant screening, staffing principles and employment practices. Must possess a demonstrated knowledge and skill in applying personnel concepts, practices, laws, policies, rules, regulations, precedents, and procedures to perform a variety of routine and complex assignments.
Must be familiar with federal employment practices and the organizational structure of the activities served.
Knowledge of NAF organizations, personnel regulations, principles and concepts is desired. Skill in oral expression to explain processes and procedures, and the ability to make decisions and resolve problems or discrepancies is required.
Experience and knowledge of computer applications and software is required. Must possess the ability to multi-task and prioritize projects with deadline achievement.A degree or training in human resources or related field would be an asset to the position.
Requires approximately 10% travel. Must be able to travel to any installation 1-2 times per month.
