This position is located in the US Department of Agriculture, Departmental Administration, Office of Human Resources Management, Human Resources Operations Division (HROD). The incumbent performs duties in support of HROD including those related to human resources (HR) information systems.

Duties
- Conducts comprehensive and ongoing reviews to ensure data accuracy and integrity in actions processed in HR information systems.
- Runs reports to identify issues, directs and monitors corrections and provides ongoing technical support to others when applicable.
- Provides training and instruction to superiors and others on electronic position information systems and processing within HR systems.
- Participates in meetings to support the National Finance Center and HR operations in the designs, requirements, implementation, testing of system improvements, enhancements and changes.
- Provides advice and guidance on the processing of complicated non-routine personnel actions.
- Processes the full range of reoccurring personnel actions that include appointments, separations, promotions, reassignments, transfers and reviews personnel action requests for accuracy.
- Assist the HR Staffing Specialist in maintaining accurate, audit ready case files for staffing and recruitment actions.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.?
Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
Minimum Qualifications: Applicants must meet the Specialized Experience and/or Education requirements as shown below. If qualifying based on experience, your application or resume must clearly show that you possess the specialized experience requirements. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position.
GS-07: Possess one year of specialized experience at or equivalent to the GS-06, or its non-Federal equivalent that included experience (1) Operating a Human Resources Personnel System such as PeopleSoft EmpowHR, National Finance Center (NFC) EPIC or a similar system; (2) Gathering pertinent documents and obtaining information to code and process personnel and payroll actions and documents that include but are not limited to promotions, reassignments, transfers, appointments, garnishments, etc. and (3) Coordinating with other offices or teams such as personnel security, classification, etc. to ensure processing deadlines are met.
GS-08: Possess one year of specialized experience at or equivalent to the GS-07, or its non-Federal equivalent that included experience (1) Operating a Human Resources Personnel System such as PeopleSoft EmpowHR, National Finance Center (NFC) EPIC or a similar system; (2) Gathering pertinent documents and obtaining information to code and process personnel and payroll actions and documents that include but are not limited to promotions, reassignments, transfers, appointments, garnishments, etc.; (3) Coordinating with other offices or teams such as personnel security, classification, etc. to ensure processing deadlines are met; and (4) Utilizing an automated system such as USA Staffing Onboarding to upload documents, and to coordinate new hire information.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
