Summary
Supports senior HR staff in a NAF HRO by processing personnel actions, coordinating recruitment, and managing onboarding and offboarding. Advises on hiring strategies, rates applicants, extends job offers, and conducts background checks. Assists with benefits enrollment, employee relations, and HR compliance. Maintains HR systems and records, responds to inquiries, and ensures confidentiality. Performs clerical tasks and conducts site visits to align HR services with organizational needs.
Duties
DESCRIPTION OF MAJOR DUTIES AND RESPONSIBILITIES:
Assists senior Human Resources staff in a Nonappropriated Fund (NAF) Human Resources Office. Performs a wide variety of technical support in a generalist capacity to administer the NAF Human Resources Program.
Receives and processes a wide variety of routine and complex personnel actions requiring an in-depth knowledge of public sector laws, regulations and operating procedures applicable to Nonappropriated Fund (NAF) civilian human resources.
Coordinates with management officials to recruit for position vacancies. Conducts strategic recruitment discussions with management officials to advise on recruitment strategies. Participates in mass hiring, or selection events. Performs routine position classification duties. Creates and posts vacancy announcements. Rates resumes for qualifications, hiring preference/priority criteria and other job-related criteria. Refers qualified candidates to management for consideration. Responds to applicant and management inquiries on procedures such as application procedures, application statuses, criteria used in qualifications decisions. Validates management selections are compliant with statutory and regulatory requirements. Extends job offers and conducts pre-employment screenings, reference checks, initiates background checks and federal investigations. Assists selectees during pre-employment process and continually keeps the selectee and management apprised of onboarding and screening status. Coordinates entrance on duty dates once pre-employment requirements are met, prepares new hire paperwork and provides new employee orientation briefings. Advises on and enrolls employees in benefits programs. Schedules out-processing for departing employees, ensuring clearance from the installation, termination of benefits and the separation requirements are met.
Assists with minor employee relations and/or labor relations actions, such as advice and assistance regarding performance management, workers' compensation and preparation of packages for suitability determination when pre-employment screenings indicate derogatory information.
Enters data into and ensures the maintenance of human resource information systems. Establishes and maintains official folders, files and reports. Answers general human resources questions and inquiries. Performs miscellaneous clerical work such as typing a variety of documents, compiling information from reports, creating and maintaining folders and written responses to applicant or management inquiries. Uses automated systems to track requests for personnel actions and continually updates status of assigned personnel actions.
Interacts professionally with staff and customers internal and external to the organization on a variety of matters and inquiries. Maintains confidentiality of sensitive information. Performs periodic site visits to serviced activities to ensure optimal alignment of human resources services with the customer mission.

QUALIFICATION REQUIREMENTS:
Possess six (6) months of work experience in a human resources profession demonstrating the capability to perform a variety of recruitment support, employee relations support or personnel action processing functions. Possess prior experience using Microsoft Office Programs (Word, Excel, PowerPoint, Outlook) and the ability to work with a variety of human resources information systems, DCPDS.
Highly Preferred: In addition to the above minimum qualification requirements, applicants must possess prior work experience in a NAF Human Resources Office.
CONDITIONS OF EMPLOYMENT:
Subject to satisfactory completion of pre-employment checks IAW AR 215-3 to include a non-sensitive background investigation.
