You qualify for the
GS-5 grade level if you possess one of the following:
Experience: One (1) year of specialized experience at the GS-4 grade level or equivalent performing duties such as:
- Utilizing office automated systems to enter, retrieve, and manage human resources data;
- Completing, tracking, and maintaining electronic files and records in support of benefits and/or retirement human resources programs;
- Responding to customer issues and concerns. OR
Education: Successful completion of 4 years of education above the high school level in any field for which high school graduation or the equivalent is the normal prerequisite. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school.
OR
Combination of Education and Experience: A combination of successfully completed post-high school education and specialized experience may be used to meet the total qualification requirements for the GS-05 position. This will be calculated using your resume and unofficial transcripts or a list of courses/course hours submitted with your application. Please note: only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours)
beyond the second year is equivalent to 6 months of specialized experience.
GS-6: You qualify for the GS-6 grade level if you possess one (1) year of specialized experience at the GS-5 grade level or equivalent performing duties such as:
- Providing assistance and responding to questions regarding human resources benefits and/or retirement related topics;
- Utilizing electronic tools and systems to maintain and track human resources information (i.e. checklists, spreadsheets, reports, records, or documents);
- Conducting basic research on employee benefits and retirement files, records and/or forms such as life insurance, health insurance, survivor benefits, etc.
GS-7: You qualify for the GS-7 grade level if you possess one (1) year of specialized experience at the GS-6 grade level or equivalent performing duties such as:
- Obtaining relevant facts through research about issues or problems involving an employee's benefits or entitlements;
- Evaluating the adequacy of facts in accordance with established procedures and precedents for processing cases involving employee benefits;
- Explaining benefit options available to an employee based on analysis of individual circumstances.
Typing Proficiency Requirement: In addition to meeting the qualifications listed above, applicants must be able to type at least 40 words per minute are based on a 5-minute sample with three or fewer errors. Applicants may meet these requirements by passing the appropriate performance test, presenting a certificate of proficiency from a school or other organization authorized to issue such certificates by the Office of Personnel Management local office, or by self-certifying their proficiency.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
