In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. To qualify at the GS-05: Specialized Experience: One year of specialized experience which includes providing clerical, administrative and/or technical support for an office in relation to a human resources program such as, but not limited to, preparing job flyers and/or letters, creating and maintaining personnel and/or administrative office files; and responding to employee or service member inquiries (walk-ins, emails or telephonically) concerning administrative, pay or HR related topics by researching applicable regulation or guidance. Experience may have been obtained in an administrative support office, a federal or state HR Office, or military personnel office. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-04).

Education: Four years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of education beyond two years (total semester hours minus 60) by 60. Add the two percentages.
To qualify at the GS-06: Specialized Experience: One year of specialized experience which includes applying procedures and operations sufficient to perform a wide variety of interrelated and/or non-standard HR support work (e.g., reviewing HR forms for accuracy and completeness), processing personnel actions applying military, federal or state regulations, inputting personnel actions into an automated HR database, responding to a wide assortment of HR related inquiries, and in-processing new employees. Experience may have been obtained in an administrative support office, a federal or state HR Office, military personnel office, or corporate business HR Office. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05).

Education: A half year (i.e., 9 semester hours) of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Human Resources, Business Administration.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 9. Add the two percentages.
To qualify at the GS-07: Specialized Experience: One year of specialized experience which includes gathering information to prepare and electronically post federal or state vacancy announcements, making federal or state hiring eligibility determinations, adjudicating veterans preference, coordinating and tracking pre-employment requirements such as scheduling drug testing and/or medical examinations, processing a myriad of civilian federal or state personnel actions, inputting and retrieving data from HR databases and providing technical HR support to specialists or senior staff. Experience may have been obtained in a federal or state HR Office, or military personnel office. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06).

Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Human Resources, Business Administration.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service:
GS-05: Candidates may be advanced without time restriction to positions up to GS-5 if the position to be filled is no more than two grades above the lowest grade the employee held within the preceding 52 weeks under his or her latest non-temporary competitive appointment.
GS-06 and GS-07: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-05 and GS-06).
