Summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base (DIB) & Major Range & Test Facilities Base (MRTFB) in DoD to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: This is a Human Resources Assistant (Recruitment & Placement) position with the U.S. Army Reserve Civilian Human Resources Service Center located in Rock Island, IL.

Duties

  • Respond to customer inquiries, phone calls and emails for information.
  • Screen customer inquiry for best course of action.
  • Provide managers (hiring officials) with updated status on new hires.
  • Advise customers on matters such as how to register for benefits, obtain copy of SF 50 etc., navigate Human Resources databases.
  • Arrange for physical examinations/drug tests and follow up to get results.
  • Create new employee packets, including all required documents.
  • Initiate PSIP and follow up to ensure completion.
  • Create suspense logs to ensure new employee's requirements are being completed.
  • Keep staffing specialist and hiring officials informed of issues or problems that arise during pre-employment.
  • Explain how to apply to positions on USA JOBS.
  • Make tentative job offers and explain requirements for new hire procedures and documents.
  • Count in processing briefings.
  • Suggest improvements to Human Resources standard operating procedures to increases efficiency.
  • Determine alternate methods to complete onboarding/in-processing requirements with special circumstances.
  • Balance workload among peers to ensure HR work is completed timely.
  • Resolve problems in the new hire process referred to by others (ie HR Spec, new employees, hiring managers).
  • Create tentative and final job offers letters in accordance with established policies and procedures.
  • Compose emails to convey HR requirements, communicate information.
  • Inform staffing specialist, leadership and hiring officials of issues or problem that arise during pre-employment with email.
  • Create, copy, edit, store, retrieve and print a variety of documents using software programs.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. To qualify at the GS-05: Specialized Experience: One year of specialized experience which includes providing customer service to customers related to human resources matters; and utilizing automated systems to process actions such as coding personnel actions, in-processing new hires documentations, and preparing routine reports. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-04).

OR

Education: Four years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university.

OR

Combination of Education and Experience:
A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of education beyond two years (total semester hours minus 60) by 60. Add the two percentages.

To qualify at the GS-06: Specialized Experience: One year of specialized experience which includes providing customer service to customers related to human resources matters; utilizing automated systems to process actions such as coding personnel actions, in-processing new hires documentations, and preparing routine reports; and assisting staffing specialists with new hire onboarding process such as scheduling fingerprints, drug test, physicals, etc. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05).

OR

Education:
A half year (i.e., 9 semester hours) of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Human Resources, Business Administration.

OR

Combination of Education and Experience
: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 9. Add the two percentages.

To qualify at the GS-07: Specialized Experience: One year of specialized experience which includes providing customer service to customers related to human resources matters; utilizing automated systems to process actions such as coding personnel actions, in-processing new hires documentations, and preparing routine reports; assisting staffing specialists with new hire onboarding process such as scheduling fingerprints, drug test, physicals, etc.; and reviewing job requirements to determine qualified candidates for lower grade positions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06).

OR

Education:
One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Human Resources, Business Administration.

OR

Combination of Education and Experience:
A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service:

GS-05: Candidates may be advanced without time restriction to positions up to GS-5 if the position to be filled is no more than two grades above the lowest grade the employee held within the preceding 52 weeks under his or her latest non-temporary competitive appointment.

GS-06 and GS-07: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-05 and GS-06).

Education
