Summary

The Office of Inspector General (OIG), works within the U. S. Department of Transportation (DOT) to prevent or stop waste, fraud and abuse in departmental programs. This position is located within the Office of Inspector General, Assistant IG for Operations, Office of Human Resources and Training (OHRT).

Duties

Major duties include, but not limited to the following:

  • Process the full-range of federal actions (appointments, promotions, separations) via HRIS and eOPF per the OPM Guide to Processing Personnel Actions. Apply correct codes (NOAC, LAC) on SF-52/SF-50 forms, audit records, and collaborate with the NPRC for seamless folder transfers. 
  • Support Senior HR Specialists across the hiring lifecycle. Maintain case files, draft job analyses, review position descriptions (PDs) using FES standards, and build vacancy announcements in Monster.
  • Track background investigations, fingerprinting, and security clearances. Act as PIV Sponsor/Enrollment Official to issue, update, and manage federal smart cards and access credentials. 
  • Guide supervisors and employees through performance cycles, system troubleshooting, and award allocations. Monitor timely execution of performance plans, midyear reviews, and final annual ratings. 
  • Act as primary point of contact for electronic time and attendance systems to resolve errors. Serve as a payroll liaison between OIG staff and DOI/IBC.
  • Manage system access controls and user accounts to maintain system confidentiality. Provide technical assistance on HR systems and generate data reports, briefings, and presentations.
  •  Coordinate the new hire onboarding program from tentative offer through EOD. Collect, review, and validate federal onboarding packets including OF-306, I-9 verification, and direct deposit forms and other pertinent forms.

Qualifications

To meet the minimum qualifications for this position, you must meet the SPECIALIZED EXPERIENCE qualifications for the grade(s) at which you are requesting consideration. Applicants must meet qualifications and time-in-grade requirements by the closing date of this vacancy announcement.

SPECIALIZED EXPERIENCE

GS-11
You must possess at least 1 year of specialized experience at the GS-09 level to qualify. Specialized Experience includes:

    1.  Independently coding personnel actions using the OPM Guide to Processing Personnel Actions (GPPA)
    2. Evaluating and reviewing Position Descriptions (PDs)
    3. Managing an agency’s HR onboarding process for new hires
    4. Assisting new hires and employees with agency background investigations and PIV cards
    5. Serving as a payroll liaison and agency’s timekeeper to resolve pay and timecard errors
    6. Utilizing HR databases to pull and create HR reports for internal tracking and/or agency leadership; OR
  • Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree, or a Ph.D., LL.M., or equivalent doctoral degree; OR
  • A combination of qualifying education and experience. If you have some qualifying education and some qualifying experience, but don't fully meet either requirement on its own, you may be able to combine them. Only graduate education in excess of two years (36 semester hours or equivalent) can be used in this calculation. Experience must be reflected in your resume, and transcripts are required.
    1. Divide your qualifying graduate semester hours beyond the first 36 by 18. That gives you your education percentage.
    2. Divide your months of qualifying experience by 12. That gives you your experience percentage.
    3. Add the two together. If the total is 100% or more, you qualify.

Experience may include paid or unpaid work, including internships, volunteer service, student leadership, military service, apprenticeships, or other relevant activities. Resumes must clearly describe duties, dates, and hours worked per week.

There are no education requirements for this position. However, education can be substituted at GS-7 through GS-11 level.
