MANDATORY QUALIFICATION CRITERIA: For this particular job, applicants must meet all competencies reflected under the Mandatory Qualification Criteria to include education (if required). 1. Demonstrated experience applying employee relations concepts, principles, practices, and regulatory requirements to perform detailed analysis and draw conclusions on complex issues.

EDUCATION REQUIREMENT: A. Bachelor's degree from an accredited college or university in Business Administration, Business Management, Human Resources, Human Resources Management, Human Resources Development, Organizational Development, Psychology, or a related field. -OR- B. Combination of Education and Experience: A minimum of 24 semester (36 quarter) hours of coursework in any area listed in option A, plus experience applying a range of concepts, laws, regulations, policies, and practices to provide HR services, or a related area that demonstrates the ability to successfully perform the duties associated with this work. As a rule, every 30 semester (45 quarter) hours of coursework is equivalent to one year of experience. Candidates should show that their combination of education and experience totals 4 years. -OR- C. Experience: A minimum of 4 years of experience applying a range of concepts, laws, regulations, policies, and practices to provide HR services, or a related area that demonstrates the ability to successfully perform the duties associated with this work.
DESIRABLE QUALIFICATION CRITERIA: In addition to the mandatory qualifications, experience in the following is desired:
1. Demonstrated experience to multi-task a variety of incongruent tasks and excel in a constantly changing and agile environment.
2. Demonstrated experience involving personnel suitability, employee conduct, performance, and dispute resolution to the resolution of common employee relation issues.
3. Demonstrated experience utilizing Microsoft Office suite to develop documentation, analyze data, develop metrics, identify trends, and make recommendations.
4. Experience applying Defense Civilian Intelligence Personnel System (DCIPS) policies, procedures and processes to complex human resources issues.
