Summary

This position is located in the Office of Human Resources, Federal Railroad Administration (FRA). Serves as the Labor Relations Officer, providing advice on the application and provisions of Federal employee and labor relations statues, regulations, and case law. Serves as the technical advisor for disciplinary, adverse, and performance-based actions, and other management initiated non-disciplinary actions.

Duties

As a Senior Human Resources Specialist (ER/LR), you will:

  • Be responsible for the coordination of the FRA employee and labor relations programs and initiatives.
  • Coordinate the development of the programmatic objectives for the employee and labor relations branch and goals of the FRA and formulation, implementation and facilitation of intra-agency avenues of communication between management and rank and file employees.
  • Provide advice, support, and assistance to management and employees on issues related to conduct, discipline, and related formal and informal actions, to include working with union officials to resolve grievances and other issues and concerns.
  • Analyze existing and new training requirements impacting employee and labor relations programs and provides solutions and options for implementation. Be responsible for administering the agency level development, execution, and evaluation of labor relations training/education activities for management.
  • Participate in a variety of special projects, actions or initiatives that fall within his/her area of expertise. The nature of the work, coupled with its inherent confidentiality and time sensitivity, requires immediate reactive responses to unplanned, unusual, and often controversial situations. Be expected to provide concise, complete, technical and administrative information and assistance to each appropriate customer, and produce completed actions in a highly professional and timely manner.

The ideal candidate has expert level knowledge of HR practices, laws, regulations, policies to provide advice and resolve the full range of complex and wide impacting employee and labor relations operational problems.  The applicant must have excellent written, verbal and analytical skills, work collaboratively with other and have experience serving as an advisor to all levels of management on employee and labor relations issues.

Remote work location will be determined upon/after selection and may affect locality pay.  The difference in salary is determined by the locality pay in each location.   • PCS/RELOCATION/RECRUITMENT: Permanent Change of Station (PCS), Relocation, and Recruitment Incentive authorization varies by position/selection.

  • FOR GOVERNMENT CANDIDATES:  Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience requirements.

To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include:

  • Experience applying the full range of Human Resources Management advisory and technical services specific to employee and labor relations including advising and providing guidance on complex or unprecedented issues and/or problems. 
  • Experience analyzing and recommending appropriate administrative or management strategies to address labor management issues, working directly with union officials to develop and promote alternative resolutions to disputes.
  • Experience providing technical advice and consultation services to managers and customers on employee and labor relations actions (e.g. grievances, contract negotiations, conduct, disciplinary actions, performance based actions, alternative dispute resolution, unfair labor practices). 

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Employee Relations: Knowledge of laws, rules, regulations, case law, principles, and practices related to employee conduct, performance, and dispute resolution.
  2. Labor Relations: Knowledge of laws, rules, regulations, case law, principles, and practices related to negotiating and administering labor agreements.
  3. Influencing and Persuading: Persuades others to accept recommendations, cooperate, or change their behavior; works with others towards an agreement; negotiates to find mutually acceptable solutions.
  4. Oral Communication: Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
