Duties
The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
- Serves as advisor and consultant on classification within the Human Capital Directorate, with full technical responsibility/subject matter expert for agency wide personnel management program/project assignments.
- Performs extensively broad and difficult position classification projects and studies. These projects and/or studies include the assessment, analysis, and evaluation of long-term support and business/product line organizational concepts and structural proposals.
- Provides expert advice and assistance for resolution of novel, highly sensitive, and controversial issues and problems affecting individual cases and broader program classification and position management issues.
- Provides staff advice and guidance, develops, and recommends policy to the HC Director and senior management. Advice and guidance cover the full spectrum of civilian human capital management issues and include areas such as downsizing and realignment actions, classification, and position management as it relates to organizational configuration.
- Serves the TIGTA's liaison with representatives of other Federal agencies and private sector organizations regarding assigned program areas.

Qualifications
You must meet the following requirements by the closing date of this announcement.
Specialized Experience: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized Experience for this position includes:
- Researching, interpreting, and applying guidelines and regulations on Human Resources benefits, Human Resources staffing and/or classification and position management and identifying areas of improvement; AND
- Establishing and/or updating classification and position management policies based on regulatory or authoritative guidance changes; AND
- Establishing and maintaining a strategic approach to annual workforce planning by incorporating the business strategy and maintaining records of current workforce structures; AND
- Providing staffing and/or classification and position management authoritative advice and consultative services to stakeholders; AND
- Participating and leading project teams or conducting studies that result in new processes, recommendations to management, input into workforce planning, or organizational design.

Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13, you must have been at the GS-12 level for 52 weeks.
For the GS-12, you must have been at the GS-11 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
