Summary

This position is located in the Department of Health and Human Services, Office of the Secretary of Health and Human Services, Office of the Assistant Secretary for Administration (ASA), Office of Human Resources (OHR), Staffing Recruitment and Operations Center (SROC); this is a remote job.

Salary: The salary range indicated in this announcement will be adjusted to include locality payment for selected duty location. General Schedule locality pay tables may be found under Salaries & Wages.

Duties

The purpose of this position is to serve as a Human Resources (HR) Specialist. The incumbent of this position will provide HR services in one or more of the following functional areas: Consulting; Qualifications; Special Programs/Corporate Recruitment; Classification; Onboarding/Compensation; and Staffing and Placement. The incumbent is responsible for providing HHS and SROC serviced managers and employees with quality customer service, program accountability, problem resolution, and fostering a positive collaborative team effort between HR and hiring teams.

Qualifications

Applicants must demonstrate that they meet the Minimum Qualification requirements as noted below.

Minimum Qualifications:
GS-11: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-09 level in the Federal service (obtained in either the public or private sectors) performing each of duties listed below:
  1. Reviewing applications to determine eligibility and qualifications.
  2. Providing information to hiring managers on recruitment and staffing policies and processes.
  3. Providing employee resources (such as leave, compensation, and benefits) to new employees.
OR Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related
OR a combination of experience and education listed above


GS-12 You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-11 level in the Federal service (obtained in either the public or private sectors) performing each of the duties listed below:
  1. Reviewing applications to determine eligibility and qualifications;
  2. Advising hiring managers on recruitment and staffing policies and processes to support hiring; and,
  3. Researching leave and compensation policies to provide guidance to employees.

GS-13: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-12 level in the Federal service (obtained in either the public or private sectors) performing each of the duties listed below:
  1. Reviewing applications to determine eligibility and qualifications;
  2. Providing advisory services to hiring managers on recruitment and staffing; and,
  3. Advising on employee leave and compensation to internal stakeholders.

If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

Time-in-Grade Requirement: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). You must include an SF-50 (you may need to submit more than one) that supports meeting this requirement with your application package.
