In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector.

Broad knowledge of NRC and Federal human resources regulations, policies, practices, and procedures sufficient to provide professional advice on all normal human resources management questions; to develop reasonable alternatives to day-to-day human resources problems; and to assure effective implementation of appropriate policies and procedures. Such knowledge is generally exhibited via progressively responsible experience in a professional human resources position.
Knowledge of the NRC's statutory responsibilities for compliance with laws and regulations which impact the administration of resources management programs such as the Veterans Preference Act, Leave Act, Federal Employees Pay Comparability Act, Fair Labor Standards Act, Part-Time Career Employees Act, and appropriate laws and regulations dealing with the Performance Appraisal System.
Knowledge of NRC organization, programs, and management practices, sufficient to assure meaningful and compatible relationships to human resources management activities and acceptable solutions to human resources management problems.
Knowledge of LAN and other computer-based software applications sufficient to operate and maintain automated human resources systems.
Knowledge of NRC security hiring practices, and the specifics of the applicant drug testing program.
Skill in maintaining effective work relationships with supervisors, managers, coworkers, employees, applicants, personnel from other Federal agencies, private industries and the general public in order to accomplish the work of the unit and to secure cooperation of the clients in the serviced organization.
Skill in presenting information, ideas, and advice in a clear, concise, and logical manner, either in writing or orally, to management officials, groups of applicants, or employees.
Ability to effectively reconcile divergent points of view and interests along mutually acceptable courses of action.
Specialized experience for the GG13 is as: Provides professional services and advisory support to HR employees, supervisors, and managers to management on human resources issues and problems. Develops new written procedures and human resources processes and procedures to assist management with critical human resources problems. Interprets HR policies and procedures and collaborates with agency policy staff to ensure HR procedures comply with agency policy and regulations.
For the GG-12
Provides advisory services and technical support to HR employees, supervisors, and managers to management on a wide range of human resources issues and problems. Develops new and innovative written procedures and human resources processes and procedures to assist management with critical human resources problems.
Develop and review HR procedures to align with organizational objectives and legal standards. Offer guidance on interpreting and applying HR policies for consistency and fairness across the organization. Stay updated on employment laws and regulations and recommend updates to HR policies accordingly. Act as a knowledge hub for HR professionals seeking guidance on policy-related issues.
Facilitates discussions with employees to assist them in their understanding of human resources policies and practices.
Keeps the supervisor abreast of the status of various special projects and critical issues, confers regularly as problems occur and recommends alternative organizational policy and/or procedural approaches and solutions.
Keeps abreast of current developments in the field of human resources management.
Participates in meetings and conferences with management and supervisory officials to plan, promote and implement the total human resources management program.
Provides authoritative advice to all managers and employees of the assigned offices and is relied upon by the Branch Chief for advice on policy issues and other functional responsibilities relative to the areas of employment, staffing, and merit selection.
