To qualify at the GS-07 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-05 grade level in the federal sector. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

Specialized experience must include the following:
- Apply methods, principles and practices of Human Resources management relating to the functional areas of recruitment, placement, position management, and employee relations.
- Interpret appropriate laws, Executive orders, regulations and policies related to the human resources functional areas to conduct research and gather information.
- Assist in developing vacancy announcements and explaining the recruitment process.
EDUCATION: 1 academic year of graduate level education in a field directly related the position;

To qualify at the GS-09 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-07 grade level in the federal sector. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.Specialized experience
must include the following:
- Provide counseling to management and employees regarding employee retirement, health and life insurance program coverages and options.
- Researching applicable laws and policy specific to Employee Relation issues or cases.
- Analyzing personnel needs of an organization and recommending solutions to staffing problems.
- Review and advise managers on candidate selection processes and procedures.
EDUCATION: 2 years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree or LLB or JB related to the position
