Qualifications
To be considered qualified, the HR Office must be able to clearly verify that you meet the specialized experience requirements based on your resume. Your relevant experience must be fully supported with specific details, including the months and years worked and the number of hours per week for each position (including volunteer work). One year of specialized experience is defined as 12 months of full-time work at 40 hours per week, with part-time experience prorated accordingly. Experience that does not include exact hours per week or is listed as "varies" cannot be credited.
For the GS-09: You must have at least one full year (52 weeks) of specialized experience comparable in scope and responsibility to the GS-07 grade level or pay band in the Federal service (obtained in either the public or private sectors) performing ALL of the following:
- Processing standardized personnel actions using HR systems and established procedures in accordance with defined guidelines; AND
- Applying basic knowledge of federal HR policies, procedures, and guidelines (e.g., GPPA, recordkeeping requirements) to support personnel processing and records management; AND
- Reviewing personnel action requests or employee records for completeness and identifying discrepancies for correction; AND
- Supporting audits, mass personnel actions, or onboarding activities by collecting and validating data; AND
- Communicating with HR staff, managers, or customers to obtain or provide information related to personnel actions and employee records.
OR
Have a Master's degree in human resources, business, public administration, or another closely related field.
OR
Have two full years of progressively higher level graduate education leading to a Master's or equivalent degree in human resources, business, public administration, or another closely related field.
OR
Have a combination of education and experience to qualify at this level. To calculate your percentage of education, divide the number of graduate semester hours earned,
in excess of 18 semester hours, by 18. If your education is in quarter hours, convert to semester hours by multiplying the number of quarter hours earned by 2/3rds. To calculate your percentage of experience, divide the number of months of full-time experience by 12. If your experience was part-time, convert to full-time by dividing the number of hours worked per week by 40 then multiply by number of months worked. Add the percentages. The total must equal at least 100 percent to qualify. (

For the GS-11: You must have at least one full year (52 weeks) of specialized experience comparable in scope and responsibility to the GS-09 grade level or pay band in the Federal service (obtained in either the public or private sectors) performing ALL of the following:
- Processing a full range of personnel actions, including those requiring application of recruitment and placement, pay administration, and hiring authority provisions; AND
- Reviewing and evaluating personnel action packages (including non-competitive hiring authorities) to ensure compliance with laws, regulations, and policies; AND
- Reconstructing employment histories and analyzing personnel records to resolve discrepancies and determine employee entitlements (e.g., SCD, pay setting); AND
- Providing technical guidance and consultation to managers, HR staff, or customers on personnel processing and recordkeeping requirements; AND
- Analyzing HR data, identifying issues, and recommending or implementing corrective actions or process improvements.
OR
Have completed the requirements for a Ph.D. or equivalent doctoral degree or completed at least 3 full academic years of progressively higher-level graduate education leading to a Ph.D. or LL.M, if related, (for example, human resources, business, public administration, management or other directly related field of study) that demonstrates the knowledge, skills, and abilities required to do the work of this position.
OR
Have a combination of education and experience to qualify at this level. To calculate your percentage of education, divide the number of graduate semester hours earned, in excess of 36 semester hours, by 18. If your education is in quarter hours, convert to semester hours by multiplying the number of quarter hours earned by 2/3rds. To calculate your percentage of experience, divide the number of months of full-time experience by 12. If your experience was part-time, convert to full-time by dividing the number of hours worked per week by 40 then multiply by number of months worked. Add the percentages. You must meet all qualification and eligibility requirements by the closing date of this announcement.
