Summary

This position is located in TSA Human Capital and is responsible for assisting with a variety of HR support functions for TSA Program Offices. The College Graduate Authority offers developmental experiences in the Federal Government intended to promote careers in the civil service to individuals who have recently graduated from qualifying educational institutions or programs.

Multiple vacancies may be filled. This position will be filled at the F Band, with promotion potential to the H Band.

This announcement is open to college graduates who completed a qualifying bachelor's or graduate degree within the previous two years. Duties

This position is a Human Resources (HR) Specialist responsible for assisting with a variety of HR support functions for Program Offices. Duties include helping with recruitment and staffing processes, supporting position management and classification activities, assisting with compensation matters, and providing general human resources support. The HR Specialist works under supervision and follows established policies and procedures to ensure effective HR operations.

You will be performing assigned duties under the general direction of a manager or more experienced employees. Typical duties include but are not limited to:

  • Supporting HR programs as assigned. Program activities includes but is not limited to supporting recruitment activities aligned to staffing plans; entering position data in the personnel data base; coordinating and scheduling training or professional development or certification activities; or providing information to employees on HR programs (e.g., benefits, worklife employee relations, etc.).
  • Participating in planning sessions with managers or HR liaison personnel on staffing or classification needs.
  • Coordinating with staff or contractors responsible for processing personnel actions to obtain or clarify information; assisting with troubleshooting issues or discrepancies in personnel or position data impacting timely processing of actions.
  • Carrying out administrative work to support staffing or classification activities; obtaining management approvals needed to authorize actions.
  • Providing information to Agency personnel on HR programs; assisting with completion and submission of paperwork and provides information on timelines and progression of work.
  • Drafting standard operating procedures (SOPs) for routine procedures and processes.
  • Developing job aids on HR procedures or systems to improve understanding of HR procedures and processes for various audiences.
  • Completing service request tickets within established timeframes. Referring unusual requests or issues to higher level personnel.
  • Performing other duties as assigned.

  • You must pass a Background Investigation (BI) and maintain eligibility for a clearance at the Secret level.

Qualifications

Applicants must meet all eligibility and qualifications requirements by the closing date of the announcement including college graduate eligibility, specialized experience and/or education, and selective placement factor(s), as defined below.

To meet the minimum requirements for this position, you must: (1) Meet the Eligibility Requirements for College Graduates; (2) Provide a copy of transcripts for verification; AND (3) Meet the Minimum Qualification Requirements.

College Graduate Eligibility Requirements:

  • Completion of all requirements for a bachelor's or graduate-level degree from a qualifying educational institution within the previous two (2) years; or
  • Due to military service obligation, was precluded from applying to the Recent Graduates Program during any portion of the 2-year eligibility period described above shall have an intervening period of obligated service of at least four years in the uniformed services, the two-year eligibility begins on the date of discharge or release from uniformed service

To qualify for the SV-F Pay Band (equivalent to the GS-05), you must meet one of the qualification requirements (A, B, OR C) outlined below.

A. Experience: For those qualifying using experience, your application must clearly outline three (3) years of progressively responsible general experience, one (1) year of which was equivalent to at least the SV-E pay band or GS-4 grade level in the Federal service or equivalent in the private sector. Such experience will demonstrate the ability to: analyze problems, gather pertinent data, and recognize solutions; plan and organize work; and communicate effectively orally and in writing.

B. Education: bachelor's or higher-level degree in any field from an accredited college or university.

OR

C. Combining of Education and Experience: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements and may be computed by first determining the total qualifying experience as a percentage of the experience required for the position; then determining the education as a percentage of the education required for the position; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify for the position.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

College Graduate Hiring Authority:

  • This position is being filled under the College Graduate Hiring Authority which allows this agency to use strategic recruiting to hire recent College Graduates to fill permanent excepted-permanent or excepted-conditional professional and administrative positions at the SV-G (GS-11) level and below.
  • Appointments may be to positions that have promotion potential that exceed the SV-G Band, but the initial appointment must be at the SV-G band or below.
