Duties
FV-F Duties:
Serves as an entry-level HR Specialist performing basic buy progressively more difficult assignments. Tasks and assignments require the application of HR concepts, principles, regulations and policy. Participates in the application of merit systems principles to attract, develop, manage and retain a high quality and diverse workforce.
Participates in developmental activities to provide the full range of national recruitment, examining, and staffing services for mission critical agency occupations. Typical duties include conducting job analysis to develop evaluation criteria and crediting plans; utilizing centralized inventories for agency-wide use; rating and ranking applications for a variety of agency mission critical occupations; and assisting in the issuance of referral lists from centralized inventories.
Assignments are performed under the close direction of a supervisor or senior HR specialists. Applies basic HR knowledge and limited experience to perform assigned tasks. Coordinates with a manager, project/program manager, team leader, or more experienced professional to plan time and use assigned resources to accomplish tasks.
FV-G Duties:
Supports the full range of HR products and services to address a wide range of complex, interrelated HRM problems and issues. Locates and identifies qualified candidates for vacancies through competitive and noncompetitive processes. Advises applicants, employees, and managers on issues of varying complexity concerning recruitment, staffing, and compensation programs.
Typical duties include drafting and building job vacancy announcements for the various/multiple Occupational Job Series, (e.g., 1825, 2101, and 2152) for publishing; generating candidate referral lists; auditing selections ensuring adherence to veteran¿s preference; evaluating applications/résumés for qualifications and adjudicating veteran¿s preference; issuing tentative and firm offer letters (TOL and FOL); initiating personnel actions in Workforce Transformation and Tracking System (WTTS) and processing within Federal Personnel Payroll System (FPPS), and generating reports detailing applicant¿s status of outstanding clearance(s), academy class assignment, TOL/FOL date, etc.
Performs a combination of routine, multiple, and varying assignments under the general direction of a manager, project/program manager, team leader, or more experienced professional. Acts as an individual contributor and/or member of team for projects/programs within a defined area of responsibility. Participates in development of creative results-driven approaches to recruitment and placement, strategic rewards, continuous learning, and/or employee and labor management relations.
FV-H Duties:
In addition to the duties above, provides the full range of HR products and services to address a wide range of complex, interrelated HRM problems and issues. Locates and identifies qualified candidates for vacancies through competitive and noncompetitive processes. Counsels applicants, employees, and managers on issues of varying complexity concerning recruitment, staffing, and compensation programs.
Supports management in developing workforce by assisting in providing critical training to lower banded HR specialists on HR policies, procedures, information systems, veteran's preference, applicant rating, referring, selection, onboarding, and hiring.
Performs multiple and varying assignments under the limited direction of the supervisor or team leader. May perform some leadership functions for small projects or other work activities. Demonstrates considerable independence in planning time and helping a manager, project/program manager, and/or team leader to plan and use assigned resources to accomplish projects/programs/activities.
May perform other duties as assigned.

Qualifications
To qualify for this position at the FV-F (FG/GS 5-9) level, you must demonstrate in your application that you possess three (3) years of progressively responsible general experience, one (1) year of which was equivalent to at least the GS-4 level that demonstrates the ability to:
- Analyze problems to identify significant factors, gather pertinent data, and recognize solutions;
- Plan and organize work; and
- Communicate effectively.
OR
Successful completion of a full 4-year course of study in any field leading to a bachelor's degree, in an accredited college or university.

Combination of education and experience may be qualifying for this position.
To qualify for this position at the FV-G (FG/GS-10/11) level, you must demonstrate in your application that you possess at least one (1) year of specialized experience equivalent to FV-F (GS/FG 5-9) level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the next lower grade/band level in the normal line of progression for the occupation in the organization.
Specialized experience includes:
- Preparing and publishing vacancy announcements;
- Reviewing qualification documents and determining applicant eligibility under established qualification standards;
- Generating referral lists and supporting recruitment actions from announcement through tentative and firm job offers;
- Initiating and processing personnel actions while ensuring compliance with applicable regulations; and
- Researching and interpreting HR policies and providing guidance to applicants, employees, and management on staffing and recruitment matters.
OR
Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related, in an accredited college or university. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.

Combination of education and experience may be qualifying for this position.
To qualify for this position at the FV-H (FG/GS-12) level, you must demonstrate in your application that you possess at least one (1) year of specialized experience equivalent to FV-G (FG/GS-10/11) level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the next lower grade/band level in the normal line of progression for the occupation in the organization.
Specialized experience includes:
- Providing recruitment, staffing, and placement advisory services to management on complex personnel actions;
- Independently planning and completing competitive and non-competitive staffing actions from announcement through selection;
- Interpreting and applying HR laws, regulations, policies, qualification standards, and merit system principles;
- Resolving complex staffing issues, qualification determinations, and personnel action discrepancies; and
- Analyzing staffing processes and recommending improvements to enhance recruitment operations.
