You may qualify at the GS-07, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-05 grade level in the Federal service:
- Providing support for Human Resources (HR) specialists involved in using HR information systems
- Processing and documenting HR actions for a wide variety of employee categories that involve different forms, different authorities, different action codes, and different regulatory authorities
- Assisting employees in preparing paperwork related to HR actions
- Supporting the development and preparation of HR actions involving classification and recruitment and placement.

B. Possess a bachelor's degree AND I meet Superior Academic Achievement (SAA) which is based on: (1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR (2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum; OR (3) Honor Society Membership - Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/). C. I possess at least one full year of graduate level study in Human Resources, Business Administration, auditing, public administration, or other related fields. (Note: You must attach a copy of your official transcripts.)
OR
D. I possess the experience as described in A AND the education described in B or C.
You may qualify at the GS-09, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-07 grade level in the Federal service:
- Determining the proper crediting of factor levels and ultimate allocation of grade levels to positions
- Performing position management and classification work for assigned organizations
- Assisting in position classification reviews to ensure classification standards are interpreted uniformly throughout a workforce.
OR
B. possess a Masters or equivalent degree or 2 full years of progressively higher graduate education leading to such a degree, or LLB or JD from an accredited college or university.
OR
C. I have a combination of education and experience that makes up 100% of the specialized experience requirement for the GS-09 grade level.
You may qualify at the GS-11, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-09 grade level in the Federal service:
- Classifying position descriptions for an organization; advising managers on the use of position classification options
- Reviewing position classification or position management programs to ensure consistency throughout an organization
OR
B. possess a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.
OR
C. I possess a combination of education and experience that makes up 100% of the specialized experience requirement for the GS-11 grade level.
You may qualify at the GS-12, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-11 grade level in the Federal service:
- Conducting organizational program reviews (e.g., position structures, audits, studies for reorganizations) to identify position management needs for an organization
- Performing complex classification reviews and advisory services
- Serving as a senior analyst and classifier for an organization in the day-to-day management of the agency's classification program.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
