Summary

This is a time-limited (not-to-exceed 6 months), non-reimbursable detail (not a promotion) opportunity to serve as a Human Resources Specialist (Classification) for the Office of the Chief Administrative Officer, Talent Acquisition Division, Classification Branch. Candidates must currently hold the grade level specified in the announcement. Eligibility is restricted to current federal employees only.

Duties

This is a Non-Reimbursable Detail Opportunity for 6 months or less. If selected your agency/management/supervisor must concur with the non-reimbursable detail. A MOU will be signed between your agency/management/supervisor and the agency. RELOCATION EXPENSES WILL NOT BE PAID.

As a Human Resources Specialist (Classification), GS-0201-12, your typical work assignments may include the following:

  • Evaluates position management in assigned organizations and provides assistance to supervisors and operating officials on ways to improve structure, work distribution, and the use of employee skills.
  • Makes recommendations for reorganization, expansion, consolidation of functions, establishment of trainee level and intermediate positions, changes in skills distribution, etc.
  • Gathers and studies data on the job content, knowledges and skills involved in the classification of individual job descriptions.
  • Determines the correct classification by comparison to existing standards related to the work and prepares necessary evaluation statements for a position's responsibilities and authority.
  • Explains the standards, classification decisions, impact of designated duties on classification, and complaint and appeal procedures to employees, supervisors, and managers.
  • Utilizes a wide range of HR practices, laws, regulations, policies, and precedents sufficient to provide HR management advisory and technical services on complex and wide-impacting customer functions and work practices.

Qualifications

MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the OPM Qualification Standards.

GRADE REQUIREMENT: This is NOT a promotion. Applicant MUST currently be at the grade level advertised.

AND

SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade (GS-11) or comparable pay band in the Federal service which includes: 1) Analyzing and classifying a wide variety of position descriptions by making determinations on the proper responsibilities, authorities, and distribution of a position; 2) Corresponding with customers regarding the standards and impacts of classification decisions; 3) Preparing reports of findings and making recommendations to operating officials on ways to improve the structure and work distribution of employee skills.

SF-50 (Current and former federal employees) must submit their SF-50 (Notification of Personnel Action) showing competitive status; Tenure 1 or 2 in Block 24; Position Occupied 1 in Block 34; and highest grade held on a permanent basis or full performance level of current position, whichever is higher.

Resume which must include the following information: announcement number and job title for which you are applying; beginning and ending dates (mo/yr) for paid or non-paid work experience; and average number of hours worked per week.
