This position is part of the Defense Human Resources Activity, Defense Civilian Personnel Advisory Service. The incumbent may be responsible for providing complex human resources management advisory and technical services on an ongoing basis to managers and component representatives proposing solutions to Department of Defense human resources issues.

Duties
As a Human Resources Specialist (Compensation) at the GS-0201-7 some of your typical work assignments may include:
- Performing data collection tasks on assigned full-scale, wage change, overseas educators and other special surveys, as required, using established operating procedures and special instructions accompanying the assignment.
- Performing administrative functions associated with the pre and post-survey process.
- Interviewing private industry firms to obtain complete and accurate information pertaining to specific jobs.
- Conducting research and a critical evaluation of the information provided to determine internal consistency, reasonableness, and accuracy.
- Providing advice and guidance relative to application of HR rules and regulations for complex technical problems and issues.
- Disseminating new or emerging guidance explaining rationale for new policy or interpretation.

Qualifications
To be considered for a Recent Graduate appointment you must meet ONE of the following requirements:
- Complete all requirements for an associates, bachelors, masters, professional, doctorate, vocational, or technical degree or certificate from a qualifying educational institution not more than two years before the date of the appointment;
OR
- A person who has completed a period of obligated service in a uniformed service of more than four years, such term means a person who was awarded a degree not more than four years before the date of the appointment.
In addition to meeting the Recent Graduate eligibility requirements, your resume and supporting documentation must support:
A. One year of specialized experience equivalent to the GS-05 grade level in the Federal service as listed below:
- Conducting research to gather clear-cut information and apply standardized analytical methods and techniques to accurately assess gathered information.
- Providing high-quality customer service by communicating professionally with customers, explaining procedures and requirements, and responding to questions or concerns in a timely manner.
- Utilizing effective and persuasive communication skills to obtain information, follow up on requests, and clarify discrepancies.
OR
B. One full year of graduate level education or superior academic achievement from an accredited college or university;
OR
C. You have some specialized experience as described in A, but less than one year; and you have more than one year but less than two years of education as described in B. You have computed the percentage of the requirements that you meet, and the total is at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond the first year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.)
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Recent Graduates Eligibility: Individuals who obtained an Associate, Bachelors, Master's, Professional, Doctorate, vocational or technical degree or certificate may be appointed up to 2 years after completion of education. Recent Graduates Eligibility for some Veterans: Veteran who were precluded from applying within the 2 years due to military obligation will have 2 years of eligibility from the date of completion of military service. Not to exceed 6 years from the completion of education. You must have obtained your degree on December 31, 2020 or later (The issuance of E.O. 13562-Pathways Legislation).

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. The Defense Civilian Personnel Advisory Service's (DCPAS) mission is to be the enterprise leader in the development and delivery of civilian personnel policies and HR solutions that strengthen mission readiness. DCPAS is responsible for developing and delivering civilian personnel policies and human resources solutions to strengthen the DoD civilian workforce's mission readiness and enhance all aspects of the total civilian lifecycle.
This position is being filled under the Direct-Hire Authority for the Department of Defense for Post-Secondary Students and Recent Graduates, Section 1116 of the National Defense Authorization Act for Fiscal Year 2024, Public Law 118-31.
