Summary

This position will be assigned to the Air Force Service Center at Port San Antonio, TX.

This is a regular full-time category position with guaranteed 40 hrs. per week. Employees appointed to a regular category position are eligible for benefits.

Duties

Provides day-to-day functional and operational administration of the Human Resources Information Systems to include current personnel and reporting HR systems (Defense Civilian Personnel Data System (DCPDS) and Business Intelligence (BI)) or any future reporting systems to the FSS NAF Human Resources Office. Provides Air Force level advisory service to AFSVC and installation level NAF Human Resources (HR) Sections on HR Information Systems (i.e. DCPDS and BI) including functional and technical advice on problem solving, proper procedures, operation, and maintenance. Assists in conducting functional system testing of data system releases, identifying problems and submitting problem reports prior to field release. Develops clearly defined functional data system requirements in support of installation level NAF HR operational needs. Uses prescribed procedures, identifies needs, researches, develops, coordinates, tests, and follows-up on all changes to personnel system. Works with representatives from Air Force to develop uniform approach where possible. Develops and prepares documentation (regulatory or informational) for existing or proposed system features. Works with Department of Defense Civilian Personnel Advisory Service (DCPAS), Air Force Personnel Operations Agency (AFPOA), AFSVC, and NAF-HRs to define, build, and validate organizational and position hierarchy. Validates and submits written requests for installation NAF-HR User IDs for all HR Information Systems to A1 Service Desk. Works with Army counterparts, as well as, DCPAS in systems development and testing. Maintains work knowledge of laws, rules, regulations, policies, and trends in the area of personnel administration and management to apply to the development of system requirements. Determines the need, establishes procedures and conditions for use of HR personnel systems (i.e. DCPDS and BI) in operations at all levels. Identifies, researches, develops, and implements procedures, determines need for revising data elements and system routines, and establishes instructions pertinent to the employee development and experience history areas for update/retrieval from the employee and position portions of personnel system. Provides functional reports in reporting systems (i.e. BI) and analyzes data as requested. Prepares training materials and conducts training and workshops to acquaint installation level NAF-HR staff with HR personnel and reporting systems (i.e. DCPDS and BI). Prepares recommendations and information for VIH leadership on matters related to NAF personnel and reporting systems (i.e. DCPDS and BI). Assist with development and maintenance of the user's guide. Assists AFSVC and NAF-HRs with questions or findings from central payroll. Performs additional duties as assigned.

  • This position requires the incumbent to complete a T-3 Secret background investigation with favorable results.

Qualifying Experience:
Experience with HR Information and Reporting Systems. Experience training others having a variety of backgrounds and level of expertise. Experience with managing and executing multiple projects simultaneously.

Knowledge, Skills and Abilities (KSA's):
Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  1. Experience with DCPDS and BI systems.
  2. Specific experience working with DCPDS NAF Module.
  3. Working knowledge of rules, regulations, policies, and trends in the area of personnel administration and management.
  4. Working knowledge of word processing, spreadsheet, and data applications.
