Summary

This position serves as a Senior Human Resources Specialist (Executive Resources Manager) and is responsible for implementing and administering talent acquisition, talent management, succession planning and performance management initiatives and activities for the AOC executive cadre.

Duties

Reporting to the Chief Human Capital Officer (CHCO), the Executive Resources Manager will have tactical and strategic responsibility for overseeing the employee life cycle for AOC’s senior executives including talent acquisition, onboarding, performance management, talent development, succession planning, compensation and benefits administration, and offboarding.

In this capacity, the Executive Resources Manager will:

  • Serve as an authoritative expert regarding executive level management human capital programs. Update, implement and administer AOC’s Senior Rated Executive System policy, and supporting guidelines and procedures to meet strategic goals and maintain legal compliance.
  • Analyze requests for personnel actions and reorganizations, identify solutions and recommend appropriate action to achieve AOC’s operational and strategic plan objectives.
  • Provide position management and resource management advice to the CHCO, senior leaders and human resources staff.
  • Coordinate Executive SR recruitment actions including determining recruitment strategies, drafting vacancy announcements, evaluating applicant qualifications, advising and structuring interview panels, and onboarding selected SR executives.
  • Create an effective onboarding process that enables knowledge transfer and leverages leadership insight.
  • Administer AOC’s SR executive performance management program and system activities, including system updates, training, Performance Review Board evaluation, awards and certification.
  • Develop and implement a succession planning strategy that builds a strong leadership pipeline and strengthens organizational continuity.

The ideal candidate has significant human resources experience and knowledge, particularly in talent acquisition and performance management for executive level positions. Specific experience in executing and managing a federal executive resources program, providing advisory services and applying sound human resources principles with knowledge of Executive Core Qualifications is preferred. 

Excellent interpersonal and communication skills, both verbal and written, sound judgment with strong planning and problem-solving skills are essential. Proven experience in fostering continuous program improvement and innovation is desired. A bachelors degree from an accredited college or university is preferable.

Qualifications

Specialized experience is the experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled.  To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
 
Candidates for the GS-14 grade level must have at least 52 weeks of specialized experience equivalent to the next lower grade level (GS-13) in the Federal service. 

Examples of specialized experience include the following:

(1) Planning, organizing and overseeing an effective human resources program for senior executives.

(2) Analyzing recruitment needs and formulating effective and innovative recruitment strategies to meet workforce requirements.

(3) Building relationships and providing responsive, detail-oriented and follow-through customer service.

(4) Knowledge and ability to use human resources information systems.

(5) Applying a wide variety of federal regulations guidance and standards.

Experience with the Guide to the Senior Executive Service, General Schedule Qualification Standards, and pay systems is preferable. 

Education

There is no educational requirement for the Human Resources Management series (0201); however a Bachelor's degree or higher from an accredited college or university is preferred.
