Conditions of employment
Appointment Factor(s): This is an Excepted Service position that requires active membership in a compatible military assignment in the Texas Air National Guard (TXANG) and wear of the military uniform.
Areas of Consideration: Nationwide. This includes:
- All currently employed full-time permanent, temporary indefinite and temporary personnel of the Texas Air National Guard,
- All current members of the Texas Air National Guard, and
- All individuals eligible and willing to join the Texas Air National Guard.

Remarks:
- This is an indefinite excepted position; acceptance of an excepted position constitutes concurrence with these requirements as a condition of employment. Indefinite appointments are used when there is a need for a temporary position to extend beyond one year or management expects the position to become permanent at some time in the future. Competitive procedures must be used when filling a position on an indefinite basis.

Military Requirements:
For Dual-Status Technician positions service affiliation under Title 32 USC 709 is required. Military skill set is determined by AFSC/MOS requirements. Upon selection, individuals must be assigned to a compatible military AFSC/MOS per statutes and National Guard Bureau regulations and must obtain/maintain all requirements of the AFSC/MOS.

Other Requirements:
For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license for the state in which they live or are principally employed.
For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment.
Qualifications
Quality of Experience:
Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled.

Specialized Experience Required:
At least 1-year specialized experience must be equivalent to at least the next lower grade (GS-9) with knowledge of, and skill in applying, a wide range of HRM concepts, laws, policies, practices, analytical, and diagnostic methods, and techniques sufficient to solve a wide range of complex, interrelated HRM problems and issues. Knowledge of Air Force and Air National Guard standardized procedures and requirements related to operating departmental programs and extensive problem resolution skills for analyzing broad, complex, and controversial issues. These issues will likely have a significant impact of Air Force wide personnel functions. A high level of technical skill in personnel systems and knowledge of military personnel policies, processes, and specialty areas, and the ability to relate these knowledges to system processes/functions/capabilities to provide positive assistance in solving workforce issues; to provide advice on organizational structure; to conduct planned, systematic studies to identify long- and short-term needs of serviced organizations; and to help plan organizational or procedural changes. Ability to analyze trends and forecast changes in personnel process requirements that will meet future mission demands.

A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related.

- The work may require the incumbent to drive a motor vehicle; if so, and an appropriate valid driver's license is mandatory.
- This is a National Guard dual status technician position which requires military membership.
- Must be able to obtain and maintain a Secret Security Clearance.
- This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
