Duties includes but not limited to:
- Oversees the CNIC NAF Labor Relations Program, providing expert advisory service and/or authoritative policy interpretations on complex or controversial labor relations issues (e.g., Unfair Labor Practices, grievances, union collective bargaining agreement implementation, reorganizations, realignments, relocations, Business Based Actions, transfer(s) of function(s), etc.) to management officials and Region staff. Develops policy guidance as required. Provides advice on impact and implications of administrative rulings and decisions.
- Advises the section supervisor on developing labor relations and negotiations issues and critical problems with large-scale implications for the labor relations and human resources management programs.
- Serves as chief negotiator or directs and guides labor relations specialists who serve as chief negotiators during the preparation for and development of negotiations with exclusively recognized labor organizations.
- Assists supervisors in dealing with union representation, prepares complicated reports on findings and submits recommendations to supervisor regarding solutions to complex issues.
- Reviews regulatory changes and evaluates in terms of impact on labor union agreements. Notifies unions of these changes and advises on possible impact. Meets with union representatives to discuss changes and prepares letters to advise them on impact based on knowledge of labor agreements. Evaluates past labor practices or complaints and recommends avenues for correction/amendment for future negotiations.
- As required, serves as an agency representative or key witness in complex third-party proceedings. Presents the management position through written correspondence and appearances before various third parties, including arbitrators, Federal Labor Relations Authority and Federal Service Impasses Panel. Provides advice to other Human Resources Specialists presenting cases in a similar capacity and serves in a resource capacity, researching Federal and private sector case law when requested.
- Ensures program actions are in conformance with law; government-wide regulations; overall DoD, DoN, and CNIC policies, and negotiated collective bargaining agreements.
- Develops communication materials to explain CNIC NAF HR policies. Participates in regional communications sessions with CNIC NAF HR staff, managers, and/or employees to present information on subject area topics.
- Develops and presents subject area specific training to both internal and external customers.
- Prepares and analyzes functional area specific reports.
