Qualifications
In order to qualify, you must meet the general experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions.
NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
GENERAL EXPERIENCE: Applicants must have at least three years of general experience, 1 year of which was equivalent to Federal experience at the next lower grade level (GS-04) or pay band (NH-01) or equivalent in other pay systems. General experience includes the ability to serve as a Human Resources Specialist (Recruitment & Placement) with responsibility for planning, developing, and carrying out the full range of recruitment, placement, affirmative employment, and related management advisory services for assigned organizations across Air Force Material Command.
Job duties include:
-Reviewing and analyzing recruitment requests from assigned organizations to determine best methods to fill positions.
-Screening applicants to make qualification and eligibility determinations
-Review personnel action packages on a variety of different actions to determine if all necessary documentation is received.
-Provide management advisory services to assigned organizations; advising customers on regulatory compliance and alternative avenues when necessary.
This position has been identified and is eligible for the accelerated compensation development position (ACDP) program. ACDP allows salary increases based on progression of milestones, completion of training and higher level, more complex work, as described in their Contribution, Performance and Development Plan.

COMBINATION OF EXPERIENCE AND EDUCATION: equivalent combinations of successfully completed post-high school education and general experience as outlined above. NOTE: You must submit a copy of your transcripts.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the full range of Federal HR affirmative employment, recruitment, and placement principles, concepts, policies, and analytical techniques.
2. Knowledge of other HR processes sufficient to relate recruitment and placement issues to them.
3. Skill in applying established principles, provisions, laws, regulations, practices, and techniques of staffing and recruitment.
4. Skill in troubleshooting and resolving the most difficult problems associated with providing comprehensive recruitment and placement advisory services.
5. Ability to gather and analyze facts, draw conclusions from information, and communicate information clearly, orally and in writing.
6. Ability to use automated personnel data system to document, review, correct, amend, and/or approve personnel actions.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
