Summary

You will serve as a Human Resources Specialist (Recruitment and Placement) for the Small Business Administration (SBA), Office of Capital Access (OCA), People Operations Disaster Division (PODD). The employee serves as a Human Resources (HR) Specialist providing HR advisory and program services to a Center or equivalent Center level office or to subdivisions of a Center.

Duties

As a Human Resources Specialist (Recruitment and Placement) at the GS-0201-9/11, some of your typical work assignments may include:

  • Performs staffing, recruitment, and placement activities for a variety of positions in the competitive service and excepted service.
  • Ensures appointments are within the scope of Human Resources laws and regulations.
  • Assesses the qualifications of applicants and determines the grade level(s) and occupations(s) for which they are qualified.
  • Keeps abreast of changes in Office of Personnel Management (OPM) and Small Business Administration (SBA) Human Resources Policies and regulations by regularly accessing their websites. and advises the Human Resources Officer of changes impacting Center employees.
  • Advises management on merit promotion and recruitment matters and planning for future starting needs.
  • Serves as liaison with state employment offices to assist employees with obtaining unemployment compensation when their employment ends.

GS-09: One year of specialized experience, equivalent to the GS-07 grade level in the Federal service that has equipped you with the particular knowledge, skill, and ability to perform successfully in this position. This experience may have been gained in a Non-Federal service position. In addition, this Specialized Experience must demonstrate the following:
  • Performing, or assisting with, multiple functions in two or more of the following functions: developing job analyses, creating job opportunity/vacancy announcements using an automated application system, veteran preference determinations/adjudications, making eligibility and/or qualification determinations, and developing assessment tools to determine the best qualified applicants such as: occupational questionnaires, narrative questionnaires, structured interview questions; AND
  • Completing and reviewing documents to ensure compliance with applicable guidelines, for a wide variety of human resources (HR) such as accessions/new hires, promotions, reassignments, resignations, etc.; AND
  • Responding to a variety of human resource (HR) inquiries from managers, employees and/or applicants.
GS-11: One year of specialized experience, equivalent to the GS-09 grade level in the Federal service that has equipped you with the particular knowledge, skill, and ability to perform successfully in this position. This experience may have been gained in a Non-Federal service position. In addition, this Specialized Experience must demonstrate the following:
  • Experience in three or more of the following functions: preparing job analyses, creating job opportunity/vacancy announcements using an automated application system, veteran preference determinations adjudications, making eligibility and/or qualification determinations and developing assessment tools to determine the best qualified applicants such as: occupational questionnaires, narrative questionnaires, structured interview questions; AND
  • Preparing, reviewing, and updating/processing a wide variety of personnel actions for Federal civil service employees such as accessions, promotions, reassignments, awards, etc. and ensuring accuracy of information and compliance with applicable regulations and guidelines; AND
  • Responding to a variety of human resource (HR) inquiries from managers, employees, and applicants.

How You Will Be Evaluated
