Duties
This position is located in the Talent, Planning & Acquisition division, Human Capital Directorate, and Chief Operating Officer (COO) at the Library of Congress. The primary purpose of this position is to support the operation of the Library of Congress TPAD. The incumbent advises and assists management on routine matters in the areas of recruitment, placement and classification. The incumbent performs the functions of a Human Resources Specialist engaged in the interpretation and operation of the merit employment process and the concepts, policies and guidelines of position management and classification. The HR Specialist
also participates in special projects and tasks concerning classification and employment initiatives.
The incumbent advises management on recruitment, examination and selection processes; researches the best practices regarding recruitment methods and policies in both the Federal and private sectors, assessing the applicability to the organization's short and long-term strategic goals; and provides input on plans to develop new or revised recruitment programs and policies.
The incumbent participates in management meetings to discuss organizational changes, turnover, changes in skills requirements, and other issues impacting recruitment programs; assists in the coordination and implementation of an internal recruitment program designed to meet the staffing needs of the organization and one that is responsive to dynamic changes in mission and business practices brought on by complicating factors such as, downsizing, technological advances, and competition in the labor market.
Provides advice on routine position classification issues. Ensures that the application of position classification standards is accurate and consistent. As necessary, compares positions to other like positions to ensure consistency in establishing compensation levels between various employment programs. Advises on the accepted principles and rules of judgment to be applied in analyzing complex individual and organization structure issues.
The incumbent provides agency management with interpretations of policy and procedures when the issues involved are new, highly controversial, precedent setting and/or involve more than one area of personnel policy; reviews recruitment and placement actions and provides advice on difficult issues; provides guidance to clarify conflicting guidance or alleviate other potential or existing problems; establishes and maintains a cooperative working relationship with high-ranking agency managers; provides recommendations that meet immediate as well as long-term needs and performs thorough analysis of operating procedures and mission requirements to accurately identify problems and to devise feasible and long-term solutions.
Provides managers and employees with information and interpretations of the Library’s position management procedures, practices, policies, and guidelines on routine position management and classification issues. Prepares supporting analysis documentation for classification cases.
Participates in reorganizations and establishes liaison with management officials and supervisors, advising on classification matters as they relate to organizational structures and position management. Works with senior classification team members in evaluating proposals submitted by management to determine that clear lines of authority exists and sound management principles are followed. Participates in the preparation of necessary reports and related material for justification or explanation.

The incumbent of this position will work a flextime work schedule.
This is a non-supervisory, non-bargaining unit position.

Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision.
