The primary purpose of this position, Industrial Engineering Technician, GS-0895-9 Potential 11, is to serve as an independent production planner or leader within the organization. Performs complex and comprehensive studies in the repair, overhaul, manufacturer and modification of components for a commodities production branch in worldwide support of major weapon systems.

Duties

  1. Accomplish intimal planning functions to include production planning, manufacturing planning, and methods improvement.
  2. Develop/revise standards to include the following tasks; develops labor, material equipment, and facility standards for shop workloads.
  3. Develop, file, and maintain Bill of Materials (BOM) for all workloads.
  4. Support the Planning Chief, Exchangeable Production Support Chief, and Fixer in production meetings and assist in identifying significant planning issues.
  5. Provide technical guidance and coordination on unusual technical problems encountered during the production cycle.
  6. Coordinate with the responsible production shop manager on determining the level and location of tracking points in the Inventory Tracking System (ITS).

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Technical and Medical Support positions. to include the Individual Occupational Requirements (IOR) for the GS-0895, Industrial Engineering Technical series. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

TARGETED POSITIONS: This position is a developmental (GS-09 Target GS-11) position. This position may be filled at any grade level. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the (GS-09). Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. Promotion is neither implied nor guaranteed. Military Spouse candidates exercising their preference will be placed at the full performance level, if considered to be best qualified and selected.

SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks)of specialized experience at the next lower grade (GS-07), or equivalent in other pay systems. Examples of qualifying specialized experience include experience that involved work measurement, simplification, and standardization; methods analysis and improvement; analysis and design of work center facilities and equipment; and planning and control of industrial operations. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

EDUCATION: Applicant must have successfully completed a master's or equivalent graduate degree, or two full years of progressively higher-level graduate education leading to such a degree, or LL.B. or J.D., if related. Education must be directly related to the work of the position.NOTE: You must submit a copy of your transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION: An equivalent combination of successfully completed, qualifying education and experience may be used to meet total experience requirements. Specialized experience directly related to the work of the position may be used to meet the requirements of this position. GS-11
SPECIALIZED EXPERIENCE Applicants must have at least one year (52 weeks)of specialized experience at the next lower grade (GS-09), or equivalent in other pay systems. Examples of qualifying specialized experience includes the capability to analyze workloads and requirements to effectively plan labor and equipment support; assisting with obtaining and identifying all necessary tooling, blueprints, provisioning data, and Technical Orders (T.Os) necessary to support the production process; experience assisting with long range forecasting and planning as needed, for piece and parts. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Due to the use of 120-day rosters, applicants within 120-days of completion of TIG requirements are encouraged to apply. Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Knowledge of production material requirements, work sequences, machinery and Manpower requirements for industrial operations.
  2. Knowledge of a variety of engineering technician processes and techniques to include work measurement, methods improvement, engineering time standards, Methods-Time Measurement (MTM), layout designs and cost analysis.
  3. Knowledge of mechanics, construction, maintenance and repair facility work processes and methods.
  4. Knowledge of safety and occupational health requirements as outlined in applicable standards, regulations, or technical orders.
  5. Ability to communicate orally and in writing.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

Hill Air Force Base provides worldwide engineering and logistics management for the F-16 Fighting Falcon, A-10 Thunderbolt II, and the Minuteman III ICBM, and performs depot maintenance of the F-16, A-10, and C-130 Hercules aircraft. The base is located between Ogden and Salt Lake City. The area is known for year round activities, including skiing, hiking, boating, extreme sports, fishing and hunting, with four distinct seasons, low humidity and moderate snow fall in the valley.
