Duties

  • You will verify that the excess reported property on the contractor's inventory schedules is physically, quantitatively, and technically allowable to the contract in question and cannot be reasonably diverted to other Government work.
  • You will evaluate the method of sale, bids, and sale prices for contractor conducted sales of government property and determine the reasonableness of selling expenses on contractor conducted sales.
  • You will ensure timely shipments or release by the contractor of property selected for reutilization by other Government agencies.
  • You will evaluate Engineering Reports (ERs) and Task Group Instructions (TGIs) as they pertain to disposition of Government Property.
  • You will interface with contracting officers, program managers, item managers, fleet/type commanders and others to maximize redistribution of property excess to contract requirements and advise all concerned on property disposal matters.
  • You will perform the witnessing and signing of demilitarization certification for government property, directing the destruction of items requiring demilitarization, classified material or other materials.
  • You will direct the disposal of hazardous materials in accordance with the Environmental Protective Agency (EPA) and other directives.
  • You will prepare weekly and quarterly reports of the dollar value and number of items that have been dispositioned for the reporting of metrics information.
  • You will independently review contracts to determine the extent and type of property administration/plant clearance efforts required.
  • You will review contractor’s procedures, practices, instructions, and directives for contract compliance, completeness, and adequacy in accordance with current governing procedures.
  • You will plan and conduct scheduled procedure evaluations of contactor personnel compliance and program operation adequacy to the requirements of contractual procedures.
  • You will plan and conduct annual system analysis audits on the contractor’s property control/plant clearance areas by reviewing contract regulation, specification, and procedure requirements, determining scope, objectives, and developing plans.
  • You will formulate a judgement on contractor liability under terms of contracts in situations of loss, damage, destruction, overconsumption, and misuse of government property.
  • You will coordinate property administration/plan clearance actions and information with industrial engineers, equipment/safety specialists, accountants, and QA specialists, contract administration officers, computer specialists, and others.
  • You will exercise local Command Instruction and act as a designated agent authorized to verify, receive inventory and transfer custody of Special Nuclear Material (SNM).
  • You will develop and maintain property administration/plan clearance standard operation procedures, desk guides and other local directives that implement the Command’s program.
  • You will evaluate contractor’s management and control of government property under its cognizance and ascertain whether or not the contractor is effectively complying with the Federal Acquisition Regulation (FAR).
  • You will resolve property administration matters by communicating and working with the contractor’s management, personnel from government procurement, and logistics activities and reps of other government agencies.
  • You will advise the designated Property Administrator as to the contractor’s noncompliance with approved procedures and other significant problem areas and initiate the appropriate action.
  • You will prepare modifications for the transfer of Government Property utilizing the Standard Procurement System and enter modifications for Government Property into the Contract Acquisition Management System database for tracking.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Specialized experience must demonstrate the following:

FOR THE GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower grade level (GS-07) in the Federal service or equivalent experience in the private or public sector coveying written information in a clear, concise, organized, and convincing manner for the intended audience, using correct English grammar, punctuation, and spelling. Possess computer skills to navigate multiple programs/websites. Have a logistical and/or government property background.

FOR THE GS-11
: Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower grade level (GS-09) in the Federal service or equivalent experience in the private or public sector analyzing property management planning, monitoring, and advising on industrial property management to ensure compliance and effective management of assets.

Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:For the GS-09:

  • Master's or Equivalent Graduate Degree or
  • 2 full years of progressively higher-level graduate education leading to such a degree or
  • LL.B. or J.D., if related

For the GS-11:

  • Ph.D. or equivalent doctoral degree or
  • 3 full years of progressively higher-level graduate education leading to such a degree or
  • LL.M., if related
