THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.
This National Guard position is for a GS-0080-12 INFORMATION SECURITY SPECIALIST (TITLE 32), Position Description Number D21380000 in FAC 11M100 and is part of the MO 131st Bomb Wing.
APPOINTMENT FACTORS: This is an Indefinite Excepted Service position. This is a non-bargaining unit position. SEE NOTES UNDER CONDITIONS OF EMPLOYMENT BELOW.

WHO MAY APPLY: All qualified Missouri traditional guard members and those eligible for enlistment, appointment or transfer into the Missouri Air National Guard.
Duties
- Serves as the Wing Information Protection Program Manager executing/enforcing all operational, functional, and mission assurance aspects of the program.
- Formulates wing program goals, plans, policy implementation guidelines, procedures, and work plans dealing with the development and operation of wing-wide information security programs and activities.
- Provides technical and administrative direction to subordinate wing information security personnel.
- Analyzes and evaluates the classification downgrading, declassification, and destruction programs.
- Advises installation project engineers, project managers, command mission leads, action officers, and effected operational officers of their responsibility to provide proper classified management guidance and specification requirements.
- Oversees, directs, monitors, and conducts regulatory and non-regulatory security surveys and Information Security Program.
- Reviews (ISPRs) to monitor and enforce implementation and oversight of DoD Information, Personnel, and industrial Security Programs.
- Makes information protection risk assessments and risk management/mitigation strategies/recommendations based on intelligence-derived threat issues that may require deviations from or synthesis of policies.
- Delivers, Security Awareness and Education Programs to satisfy security education and training requirements for all assigned organizations.
- Exercises supervisory personnel management responsibilities.
- Directs the overarching focus and direction of the organization.
- Provides broad directions for work by articulating goals or financial constraints of higher level management or headquarters.
Conditions of Employment
- Creditable Service for Annual Leave accrual may be granted to new employees if he/she possesses superior qualifications essential to the position; and which were acquired through performance in a non-federal or active duty uniformed service position.
- The duties performed in a non-federal or active duty uniformed service position must directly relate to the position to which appointed and such qualifications are necessary to achieve an important agency mission or performance goal to be eligible.
- Management has the right to convert this position to permanent status without re-advertising.
- In the event a permanent (Tenure 1 or 2) employee is selected, and is willing to accept the indefinite appointment, that employee will relinquish permanent status.
- Employment can be terminated with a 30 day notice.

- This position is advertised for the Jefferson Barracks and Whiteman AFB locations. The decision of where this position will be located will be determined at the time of the selection.
Qualifications
MILITARY REQUIREMENTS: Compatible military grade and assignment required prior to the effective date of placement. This is an Excepted Service position that requires membership in a compatible military assignment in the employing state's National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership. Selected candidate must be AFSC qualified within 12 months from date of appointment.
Minimum Military Grade - 2d Lt (O-1)
Officer - AFSC 31PX or 14NX
Supervisor must verify that selected individual occupies a compatible military position. Technicians will not be militarily senior to their full-time supervisor or wage leader (grade inversion).
GENERAL EXPERIENCE: Must possess education and validated understanding of the basic principles and concepts of this position; experience, education, or training that demonstrates your ability to follow directions, to read, understand, with the ability to retain and recall a variety of instructions, regulations, and procedures. Must possess skill in collecting and analyzing data effectively and accurately. The ability to clearly enunciate English without impediment of speech that would interfere or prohibit, effective two-way radio or telephone communication. The ability to write English in reports and presentation formats. The ability to communicate orally and inwriting clearly and effectively. The ability to assess body language to ensure positive response and understanding results. Skill in applying procedures and directives by reading and interpreting technical material.
GS-12 SPECIALIZED EXPERIENCE: Must possess 36 months of specialized experience which indicates your ability to administer server-based networked systems, distributed applications, network storage, messaging, and application monitoring required to provide, sustain, operate and integrate cyber networked systems and applications; provide expertise in server operating systems, database administration, web technologies, systems-related project management and supervising cyber systems. The specialized experience must also demonstrates your ability to direct, manage, and complete the day-to-day operational duties within the Special Security Office in support of all sensitive compartmented information-associated security programs and measures; manage research requirements and analyzing reports on physical, information, computer, and personnel security; manage and conduct intelligence support operations, procedures, and practices that are necessary to accomplish intelligence functions in support of programs essential for daily operations, training, and readiness missions; direct and implement policies and procedures required to manage sensitive compartmented information programs and to protect sensitive compartmented information resources. Must be competent and knowledgeable as a technical specialist expert on sensitive compartmented information security matters, as well as, other areas of classified security and classification guidance. Must be competent and knowledgeable on how to maintain currency on a variety of different security program inter-relationships, requirements, regulations and guidance in order to protect sensitive compartmented information facilities and materials from espionage, sabotage, and destruction.
