Qualifications
AREA OF CONSIDERATION: This position is in the Excepted Federal Civil Service "under the authority of 32 U.S.C. 709" and is open to Category 1: All permanent/indefinite (T32 and T5) technicians employed by the agency Category 3: All current military members of the Florida National Guard; and Category 4: All individuals who qualify for membership in the Florida National Guard and are willing to become T32 Dual Status technicians. First consideration will be given to Category 1.
PCS: Permanent Change of Station (PCS) costs, Recruitment or Relocation Incentive MAY be authorized. Authorization for payment of PCS expenses, Recruitment or Relocation Incentive will be granted ONLY after determination is made that payment is in the best interest of the Florida National Guard.
FLANG BUS Code NG0523: This position is "included" in the bargaining unit and eligible for labor organization representation. The current exclusive representative is The Association of Civilian Technicians, Chapter 86 and the President is Mr. Robert Morgan at rmorgan@actnat.com.
Recruitment Incentive: May be paid to the candidate who is "newly appointed" into this federal government position. The bonus will NTE $10,000. Payment will be a lump sum payment at the beginning of employment. Candidate must agree in writing to remain in this position for a minimum of 12 months, and if they vacate that position for another technician, AGR or active-duty service position within the initial 12-month period, the Incentive may be recouped. Current onboard technicians, if selected, are not eligible for this bonus.
MILITARY GRADES: Enlisted: E5 thru E7
GENERAL EXPERIENCE: Must have experience, education or training in collecting and analyzing data effectively, efficiently, and accurately. Able to apply procedures and directives by reading and interpreting technical material. Ability to communicate clearly and effectively orally and in writing, using presentation and report formats. Demonstrated ability to follow directions, to read, understand, and retain a variety of instructions, regulations, and procedures. Learned ability to assess the surrounding environment to recognize immediate risk levels
SPECIALIZED EXPERIENCE: GS09 Must have at least one year of specialized experiences at the GS-07 level or the equivalent which provides knowledge and/or experience establishing policies and procedures for accomplishment of SCI protection and security; experience developing goals and objectives that integrate organizational missions and security requirements; experience researching, interpreting, analyzing and applying Presidential Executive Orders, Director Central Intelligence Directives (DCIDs), Defense Intelligence Agency Manuals, DoD Manuals, Air Force Manuals, Air Force Instructions, and local Operating Instructions.
SPECIALIZED EXPERIENCE: GS11 Must have at least one year of specialized experiences at the GS-09 level or the equivalent which provided a working knowledge with Physical Security (PHYSEC), Antiterrorism (AT), Operations Security (OPSEC), ISOPREP, Visitor Control and other Security and Crime Prevention programs to ensure command compliance with all applicable Security Regulations; experience managing Security Guard contracts and experience serving as the point of contact for all Visitor Control issues working directly for the intelligence unit commander/Senior Intelligence Officer (SIO), reporting on the administration of the Special Security Office and SCI-associated security programs; determining the need for, development of, and maintenance of current Memorandums of Agreement with organizations to ensure adherence to security standards; serving as the principal advisor to the intelligence unit commander/SIO on SCI, physical, computer, information, personnel, and administrative security.
MULTIPLE LEVEL RECRUITMENT: This position is being advertised using multiple level recruitment to allow for consideration of applicants with the basic skills necessary to develop to the full journeyman level of the position. If a less than fully qualified applicant is selected, incumbent may be trained and developed until proficiency is gained to full journeyman level. If less than fully qualified individual is selected for this position, the position has potential to Grade_11___.
STATEMENT OF DIFFERENCE: The purpose of this position is to provide on-the-job experience for the purpose of qualifying for the target grade level described in the position description. Work assignments are selected to provide training and experience in this occupation. The incumbent is required to obtain increased knowledge and skill in the duties of the position at the target grade level. Promotion to the full journeyman level position is not automatic with the completion of the time in grade requirements, but rather it is contingent upon the assignments and performance of full journeyman level duties on a regular and recurring basis.

GS-09-Successful completion ofmaster's or equivalent graduate degree
or
2 full years of progressively higher level graduate education leading to such a degree
or
LL.B. or J.D., if related
GS-11- Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher level graduate education leading to such a degree
or
LL.M., if related
