Summary

THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.

This National Guard position is for a INFORMATION SECURITY SPECIALIST (TITLE 32), Position Description Number D2138000 and is part of the IL 126, National Guard.

Duties

As a INFORMATION SECURITY SPECIALIST (TITLE 32), GS-0080-12, you will serve as the Wing Chief of Information Protection at Air National Guard installations.

Major Duties - This is NOT an all-inclusive list:

  • Serve as the Wing Information Protection Program Manager executing/enforcing all operational, functional, and mission assurance aspects of the program.
  • Formulate wing program goals, plans, policy implementation guidelines, procedures, and work plans dealing with the development and operation of wing-wide information security programs and activities and provide technical and administrative direction to subordinate wing information security personnel.
  • Interpret National Guard Bureau (NGB), Air National Guard (ANG), Air Force (AF), Department of Defense (DoD), and other federal regulations for information security processes as they apply and are implemented within the Wing.
  • Demonstrate expert knowledge of the information security field that is necessary to provide effective guidance, training, and direction to subordinate squadron level organizations/activities/units.
  • Prepare information security review reports and provide recommendations and advice.
  • Advise installation project engineers, project managers, command mission leads, action officers, and effected operational officers of their responsibility to provide proper classified management guidance and specification requirements during performance of respective duties.
  • Oversee, direct, monitor, and conduct regulatory and non-regulatory security surveys and Information Security Program Reviews (ISPRs) to monitor and enforce implementation and oversight of DoD Information, Personnel, and Industrial Security Programs.
  • Analyze weaknesses identified during ISPRs, and higher headquarters inspections of systemic security problems in order to modify and apply recommended solutions.
  • Review, analyze, and brief on the results of preliminary inquiries and formal investigations resulting from security violations/incidents.
  • Make information protection risk assessments and risk management/mitigation strategies/recommendations based on intelligence-derived threat issues that may require deviations from or synthesis of policies.
  • Use initiative and resourcefulness in researching and implementing new and improved security methods and procedures.
  • Develop processes, methods and recommendations to defeat intelligence gathering or risk exposure of information and ultimately prevent the compromise, loss, unauthorized access/disclosure, destruction, distortion or non-accessibility of information, regardless of physical form or characteristics, over the life cycle of the information, including actions to regulate access to sensitive information, controlled unclassified information and classified information produced by, entrusted to or under the control of the United States Government.
  • Exercise supervisory personnel management responsibilities.
  • Direct the overarching focus and direction of the organization.
  • Select candidates for subordinate positions taking into consideration skills and qualifications, mission requirements, and EEO objectives.

  • This is an excepted service position that requires membership in the Illinois National Guard and in the military grade listed in the announcement. Qualifications

AREA OF CONSIDERATION: The areas of considerations for this position, Title 32 Excepted Service (32 U.S. Code § 709), the only area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG.

Military Grades: E1-O6

GENERAL EXPERIENCE: MUST possess experience, education or training in collecting and analyzing data effectively, efficiently, and accurately; ability to apply procedures and directives by reading and interpreting technical material; ability to communicate clearly and effectively orally and in writing, using presentation and report formats; ability to follow directions, to read, understand, and retain a variety of instructions, regulations, and procedures; ability to assess the surrounding environment to recognize immediate risk levels; the education and validated understanding of the basic principles and concepts of the occupational series and grade for one of the seven organizational program disciplines and its applicable Security Series career.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11 Level. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

SPECIALIZED EXPERIENCE: GS-12 Level MUST possess at least 1 year equivalent to at least next lower grade level of GS-11 Level; experience formulating program goals, plans, policy implementation guidelines, procedures, and work plans dealing with the development and operation of information security programs and activities; making information protection risk assessments and risk management/mitigation strategies/recommendations based on intelligence-derived threat issues; collect, assemble, analyze, and assess background, data and other intelligence information.

SPECIALIZED SUPERVISORY EXPERIENCE: MUST possess specialized supervisory experience in managing the function of the work to be performed; experience which includes leading, directing and assigning work of personnel.
