Summary

This National Guard position is for an INFORMATION SECURITY SPECIALIST (TITLE 32), the Position Description Number is D2477000 and is part of the G2, located in Draper UT with the Utah Army National Guard.

This is a Title 32 excepted position. This job announcement may be used to fill additional vacancies for additional positions vacated during the job bid process. IAW UTNGR 690-12 dated AUG 2022, Priority will be given to all current, onboard employees of the UTNG. Military membership in the UTARNG is required. Applicants must be willing and eligible to immediately enlist in or transfer to the Utah Army National Guard.

Duties

MAJOR DUTIES: This is NOT an all-inclusive list.

  • Responsible for development, publication, executing/enforcing and implementation of appropriate regulation, policy, and law related to INFOSEC.
  • Develops and maintains a state-specific INFOSEC program, conducts annual INFOSEC program reviews, evaluates INFOSEC program implementation at sites and locations throughout the state.
  • Establishes and maintains liaisons with national level ARNG G-2 as it pertains to INFOSEC.
  • Develops and implements an effective information security education program throughout the State and provides initial, continuing, and refresher security education training to all site military, civilian, and contract employees.
  • Ensure security violations, including suspected compromises or other threats to the safeguarding of classified information and the unauthorized disclosure of Controlled Unclassified Information (CUI) are reported and investigated IAW aforementioned regulation, policy, and law.
  • Reviews, analyzes, and briefs the results of inquiries and investigations resulting from security violations to state ARNG, as well as national level ARNG G-2.
  • Advise and represent the TAG on matters related to the classification, downgrading, declassification, and safeguarding of national security information.
  • Maintains, accounts for, and reports the status and compliance of all secure rooms and security containers under jurisdiction of the TAG.
  • Develop emergency destruction plan for classified and CUI as well as safeguarding procedures for hostile areas or during natural disasters.
  • Monitor clearance eligibility, access, and SF-312, "Classified Information Nondisclosure Agreement (NDA)", completion, and investigation status for site personnel using the security clearance verification system of record.
  • Manages the INFOSEC Internal Controls Program.
  • Compiles reporting data for submission to national level ARNG G-2, responsible for the completion of security data reports; receives, compiles, prepares, and submits annual reports IAW DoD and national level ARNG G-2 policy.
  • Analyzes weaknesses identified during INFOSEC program reviews, and Department of the Army and National Guard Bureau assessments of systemic security problems in order to modify and apply recommended solutions.
  • Monitors contractor compliance with all DoD and DA regulatory security requirements. Report security violations involving cleared contractors to national level ARNG G-2 and Defense Counterintelligence and Security Agency (DSCA).
  • Serves as the Foreign Disclosure Officer (FDO) for the State ARNG.
  • Responsible for development, publication, executing/enforcing, and implementation of appropriate regulation, policy, and law related to foreign disclosure. Maintains the delegation of disclosure letter (DDL) for all state partners.
  • Requests and authorizes ARNG foreign visit requests for the state.
  • Reviews and makes determinations for the release of government information to foreign government representatives.
  • Performs other duties as assigned.

Conditions of employment

Compatible military grade and assignment required prior to the effective date of placement. This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership.   • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • Must be able to obtain and maintain a TOP SECRET security clearance.
  • Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
  • This is an Army National Guard dual status technician position which requires military membership.

Qualifications

SPECIALIZED EXPERIENCE 9/11:
Have at least 1 year experience at the GS-0080-07 or GS-0080-09? (Must submit SF 50 to verify claim)

Must have the following experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled:

  • Comprehensive knowledge of information security and foreign disclosure processes, procedures, regulations, law, policies, and practices to review independently, analyze and resolve difficult and complex security problems.
  • Thorough understanding of the National Disclosure Policy and its implementing DOD, Army, and Army National Guard directives to apply Disclosure Guidelines, Delegation of Disclosure Letters and the Military Criteria Technology List to all release decisions.
  • Proficient in the use of information automated systems that are such as the Foreign Visits System and the Security Policy Automation Network systems.
  • Knowledge of regulation/policy interpretations from higher headquarters concerning security programs and their interrelationships to resolve conflicting guidance and to develop state policy and guidance.
  • In depth knowledge of technical methods, principles, and practices of information and foreign disclosure functional areas as well as technical knowledge of personnel security, industrial security, and automation security to provide counter-intelligence products, plans, and services.
  • Ability to express thoughts and develop ideas to logical sequence and to convey ideas verbally and inwriting on study findings and recommendations.

Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
