Compatible military grade and assignment required prior to the effective date of placement. This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership. - Must be able to obtain and maintain a TOP SECRET security clearance.
- Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
- This is an Army National Guard dual status technician position which requires military membership.
Qualifications

BASIC QUALICATIONS:

SPECIALIZED EXPERIENCE 9/11:
Have at least 1 year experience at the GS-0080-07 or GS-0080-09? (Must submit SF 50 to verify claim)
OR
Must have the following experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled:
- Comprehensive knowledge of information security and foreign disclosure processes, procedures, regulations, law, policies, and practices to review independently, analyze and resolve difficult and complex security problems.
- Thorough understanding of the National Disclosure Policy and its implementing DOD, Army, and Army National Guard directives to apply Disclosure Guidelines, Delegation of Disclosure Letters and the Military Criteria Technology List to all release decisions.
- Proficient in the use of information automated systems that are such as the Foreign Visits System and the Security Policy Automation Network systems.
- Knowledge of regulation/policy interpretations from higher headquarters concerning security programs and their interrelationships to resolve conflicting guidance and to develop state policy and guidance.
- In depth knowledge of technical methods, principles, and practices of information and foreign disclosure functional areas as well as technical knowledge of personnel security, industrial security, and automation security to provide counter-intelligence products, plans, and services.
- Ability to express thoughts and develop ideas to logical sequence and to convey ideas verbally and inwriting on study findings and recommendations.

Substitution for specialized experience GS 9:
Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
Substitution for specialized experience GS 11:
Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
