Duties

The Office Under Secretary of Defense for Intelligence and Security established a Targeted Local Market Supplement (TLMS) for certain Science, Technology, Engineering, Mathematics, and Cyber positions within the Defense Civilian Intelligence Personnel System. Eligibility for the TLMS is based on cyber work roles within certain occupational series and on the work performed. This vacancy is designated as a STEM and/or Cyber position and pay for the incumbent will be based on the STEM and Cyber Pay Table.

As a INFORMATION TECHNOLOGY SPECIALIST you will be responsible for the following duties:

  • This position in within the Program Executive Office (PEO). The individual will serve as an IT specialist (APPSW) supporting one or more of DCSA's missions. The individuals will be part of a team of System Engineers seeking to discover, develop, and operationalize capabilities that can fundamentally change the way we protect our people, technologies, places, and ultimately our national security!
  • The individual will be responsible for the application of software principals, planning, executing, and implementing various data curation, acquisition, analytic, and delivery functions that support the work of the DCSA's Enterprise Architecture, the organization's mission, and business functions it supports.
  • The position will support a number of efforts across DCSA including Personnel Vetting, Industrial Security, Insider Threat, Security Education & Training and Counterintelligence. The position may interact with one or more of DCSA's research and innovation partners, and the missions they support.
  • The individual will research and oversee the implementation of IT solutions to solve agency business problems. Plans, describes and/or develops computer programs required to keep existing software responsive to constant changing data requirements. Further, the individual will be responsible for developing and modifying computer programs to keep existing software responsive to constant changing data requirements. Finally, the individual will serve as a catalyst for creative engineering thinking to integrate new technology capabilities and opportunities to develop more effective and responsive intelligent applications.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.

You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG-12 in the Federal service and are prepared to take on greater responsibility.
Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Utilizing computer programming languages (i.e. Python, C#, …etc.) and creating applications to enable a system to perform specific functions. Demonstrated usage of Business Intelligence (BI) platforms, business analytics techniques and automated tools (i.e WebFocus) to perform assignments (as a minimum, the ability to use spreadsheets, graphics, communication applications and Geographic Mapping or Geographical Information Systems (GIS) technology and software). Applying software design principles and methodologies to system administration, integration and interoperability processes and procedures. Applying Agile software development processes.

Specifically you will be evaluated on the following competencies:
1. Data and Content Management - Monitor, develop and implement plans, policies, programs, and processes to enhance the value of data and information assets.

2. Data Administration - Develops, maintains, and administers databases and/or data management systems that allow for the secure storage, query, and utilization of data. Conducts data integration, data modeling, analytics modeling, and data mining.

3. Information Technology Performance Assessment - Conduct continuous performance measurement to ensure that Information Technology activities, processes, and/or hardware/software are achieving desired results.

4. Software Development - Knowledge of the principles, methods, and tools for designing, developing, and testing software in a given environment.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
