Individuals must meet both:
- The Basic Requirement through either A. Experience or B. Education; AND
- The specialized experience described below.
1. Basic Requirements: A. Experience- Experience that demonstrated each of the four competencies below; the experience must be IT-related. Experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, certification), as appropriate.
- Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
- Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
- Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
- Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
B. Education:
GS-7: Education: Successful completion of one (1) full year of graduate level education in related field to Computer Science, Engineering, Information Science, Information Systems Management, Mathematics, Operations Research, Statistics
, or Technology Management; leading to a master's degree
OR a degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
OR possess abachelor's degree or expect to complete the requirements for a Bachelor's degree within the next 9 months with superior academic achievement.
Superior academic achievement is as follows: standing in the upper third of your graduating class or major subdivision OR membership in one of the national scholastic honor Societies; OR Grade Point Average. Applicants must have a grade point average of: (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.
GS-9: Education: Master's or equivalent degree related to Computer Science, Engineering, Information Science, Information Systems Management, Mathematics, Operations Research, Statistics
, or Technology Management; OR 2 full years of progressively higher level graduate education leading to such a degree; OR a degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks

GS-11: Education: Ph.D. or equivalent doctoral degree related to Computer Science, Engineering, Information Science, Information Systems Management, Mathematics, Operations Research, Statistics, or Technology Management; OR 3 full years of progressively higher level graduate education leading to such a degree; OR a degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems, or networks.
In additional to the basic requirements above, applicants must meet the specialized experience identified below:
GS-7: To be eligible at the GS-7 level, you must meet at least ONE of the following conditions as defined below.
Specialized Experience: One full year of specialized experience equivalent to the GS-5 level in Federal service. Specialized experience is defined as providing IT customer support in troubleshooting; recovering and resolving recurring software/hardware problems; providing user assistance on computer applications; and installing, configuring, and upgrading commonly used hardware and software systems.
GS-9: To be eligible at the GS-9 level, you must meet at least ONE of the following conditions as defined below.
Specialized Experience: One full year of specialized experience equivalent to the GS-7 level in Federal service. Specialized experience is defined as providing information technology customer support services to include the installation, configuration and troubleshooting of hardware and software systems and networked systems; and maintaining internet server and web sites; and performs diagnosis of recurring network problems and service interruptions.
GS-11: To be eligible at the GS-11 level, you must meet at least
ONE of the following conditions as defined below.
Specialized Experience: One full year of specialized experience equivalent to the GS-9 level in Federal service. Specialized experience is defined asproviding information technology customer support services to include the installation, configuration and troubleshooting of hardware and software systems and networked systems; providing user training on a variety of routine applications; providing quality assurance and analysis of information security systems to ensure compliance with information security policies and regulations; and managing the design and legal compliance of web sites.
Interagency Career Transition Assistance Plan (ICTAP)- The ICTAP provides eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies.
