Summary

You will serve as an INFORMATION TECHNOLOGY (IT) SPECIALIST (INFOSEC/NETWORK) in the BUREAU OF MEDICINE AND SURGERY (BUMED) of NAVMED OPER TRNG CENTER.

This announcement uses the Expansion of Direct Hire Authority Personnel of the Department of Defense to recruit and appoint qualified candidates to certain positions in the competitive service.

Duties

  • You will develop systems security contingency plans and disaster recovery procedures.
  • You will maintain and ensure the security of information systems in an effective, interoperable, scalable, reliable, integrated, and affordable manner.
  • You will conduct risk and vulnerability assessments of planned and installed information systems.
  • You will Identify vulnerabilities and risks and implement corrective actions to minimize treats or risks.
  • You will conduct diagnostics checks and routine detailed reviews to troubleshoot network and standalone security postures.
  • You will develop and maintain appropriate network documentation in support of network operations and security measures.

  • This is a Cyberspace Workforce position, work role code 461/441, proficiency level Intermediate the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • You will be required to obtain and maintain a current Information Assurance Technical Level II Certification IAW DoD 8570.1-M

Qualifications

I have one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined:

1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: REVIEWS INFORMATION SYSTEMS (IS) TO IDENTIFY VULNERABILITIES, RISKS AND PROTECTION NEEDS.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: RESPONDS TO QUERIES AND REQUEST FROM ALL DEPARTMENTS.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: COMMUNICATE ROUTINELY WITH OTHER SITE INFORMATION ASSURANCE (IA) STAFF TO ESTABLISH AND MAINTAIN UNIFORMITY OF INFORMATION ASSURANCE (IA) PRACTICES IN ACCORDANCE WITH HIGHER HEADQUARTERS GUIDANCE AND POLICY.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: GATHERS AND ANALYZES EVIDENCE OF COMPUTER INCIDENTS ACCORDING TO ESTABLISHED GUIDELINES.

In addition to my experience demonstrating the four competencies above, I have one year of specialized experience equivalent to the next lower grade level (GS-09) or pay band in the federal service or equivalent experience in the private or public sector:
  • Experience managing and providing security of information systems in an effective, interoperable, scalable, reliable, integrated and affordable fashion.
  • Experience administering information assurance (IA) programs to support the operation of information technology (IT) networks or infrastructures.
  • Experience conducting risk and vulnerability assessments of planned and installed information systems.
  • Experience Identifying vulnerabilities and risks and implementing corrective actions to mitigate and minimize potential threats or risks.
  • Experience conducting diagnostic checks and routine detailed reviews to trouble shoot network and standalone security posture and performance to identify and isolate issue of potential system failures.

Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

GS-11
Ph.D. or equivalent doctoral degree from an accredited or pre-accredited institution in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management.
OR
3 full years of progressively higher level graduate education leading to such a degree from an accredited or pre-accredited institution in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management; or, graduate education that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
