EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-02, equivalent to the next to lower grade GS-11 or equivalent in the Federal Service. Specialized experience must include utilizing cybersecurity and IT security principles, methods, by protecting and maintain the availability, integrity, confidentiality, and accountability of information system resources and information processed throughout the system's life cycle. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a full range of IT security principles, concepts, practices, products and services (including systems software, database software, immediate access storage technology), and methods for evaluating risk and vulnerability, implementing mitigating improvement, and disseminating IT security tools and procedures.
2. Knowledge of concepts and techniques required to assist in the planning, operation, and maintenance of a LAN/WAN, including the installation, troubleshooting, and implementation of components and enhancements.
3. Knowledge of IT INFOSEC security requirements for certification and accreditation, network operations and protocols, systems testing and evaluation, and performance management methods sufficient to plan and conduct security accreditation reviews for installed systems or networks and assess and advise on new or revised security measures and countermeasures based on the results of accreditation reviews.
4. Knowledge of cybersecurity principles, operational impacts of cybersecurity lapses and organizational requirements (relevant to confidentiality, integrity, availability, authentication, non-repudiation). Knowledge of risk management processes (e.g., methods for assessing and mitigating risk).
5. Knowledge of the Department of Defense, JCS, and the Services vision and strategic planning documents relating to Command, Control, Communications, and Computer (C4) in order to work within broad areas of directions for planning, designing, and carrying out major studies/projects.
6. Skilled in applying of a broad range of telecommunications concepts and principles, operating modes, systems, media, equipment, equipment configuration, and related software systems, processes and procedures to assess and advise on vulnerability to attack from a variety of sources (e.g., espionage, disruption of services, destructive programs/applications) and procedures and methods for protection of systems and applications.
7. Ability to develop and conduct training on information security and to communicate factual and procedural information clearly, both orally and in writing. Communicate in both oral and written mediums, including persuasion, coordination; and negotiation, with various internal and external groups of people, to include vendors, contractors, tenants, support organizations, managers, and supervisors. This experience includes skill in conducting briefings and in producing written materials that convey complex information in a clear, accurate, and concise manner.
8. Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and provide a comprehensive current operational readiness assessment to the commander. Apply observations to customer support principals, methods, and procedures for documenting problem resolutions and providing guidance and training to customers.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
