Duties

As a INFORMATION TECHNOLOGY SPECIALIST (POLICY AND PLANNING) at the GS-2210-13 some of your typical work assignments may include:

  • Serve as an Information Technology (IT) Specialist (Policy and Planning) with responsibility as the IT Portfolio Manager.
  • Develop policy to support Joint Staff reporting requirements in information technology management systems such as the DoD IT Portfolio Repository (DITPR)
  • Serve as the organizational SME when interpreting DoD 8115.01 and 8115.02 guidance and Office of Management and Budget (OMB) policies for IT Portfolio Management (PfM) and developing appropriate guidance, standard operating procedures and instructions for Joint Staff wide implementation
  • Coordinate with Joint Staff Comptroller's office to ensure alignment with both its POM coordination and SNaP-IT reporting of IT Investment funding
  • Manage CIO Governance Secretariat activities, informing the Joint Staff community/stakeholders of IT resource decisions; and collaborates across the Joint Staff and with external organizations in order to attain intended objectives and outcomes in a timely fashion
  • Make recommendations necessary to support DoDAF, and DODIN architecture changes throughout all phases of the Defense Acquisition System (DAS), Integrated Life Cycle Management (ILCM) Framework, Joint Capabilities Integration and Development System (JCIDS) and PPB&E
  • Maintain an up-to date repository of the DoD-required information about Joint Staff IT investments to support risk/value analysis and to support financial planning and programming activities within Joint Staff comptroller resource management processes using DOD IT Investment Portal (DITIP)
  • Access eAcquisition, EMASS, DAI, EBAS and Remedy systems to analyze JS IT Investment requirements
  • Evaluate the impact emerging technology will have on business needs and practices and takes into consideration the organization's financial and other resources while developing capital investment plans designed to meet changing IT needs of the organization

  • This position requires ITILv3 (Information Technology Infrastructure Library) current certification.

Qualifications

You may qualify at the GS-13, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service:
  • Formulating IT investment policy;
  • Providing expert advice and guidance on IT Portfolio Management policy;
  • Applying policy and planning concepts, interrelationships of multiple IT disciplines, performance management and measurement methods and tools in order to motivate directorates to establish priorities for IT investments, build business cases, demonstrate total cost of investment, and establish metrics and associated performance measurement tools.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

This position is Defense Acquisition Workforce Improvement Act (DAWIA): Acquisition C (Communications-Computer Systems) Level II and incumbent must meet appropriate certification requirements IAW the Defense Acquisition Workforce Improvement Act (DAWIA) no later than 24 months after accepting this position.

Substitution of education may not be used in lieu of specialized experience for this grade level.
