I have one year of experience in the federal service or private or public sector demonstrating the following four competencies, as defined:
1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of experience demonstrating this competency include: applying principles and methods for integrating information system components; performance tuning tools and techniques; and systems diagnostic tools and fault identification techniques on shipboard IT systems.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Examples of experience demonstrating this competency include: Provides immediate authoritative technical assistance and training to ships force personnel on urgent mission degrading casualties Casualty Reports (CASREPS) or similar problems affecting the overall operability of systems and ships combat readiness.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of experience demonstrating this competency include: Represent SRF- JRMC as an IT Customer Support Specialist chairing/participating in conferences related to system operation/reliability/maintainability, modernization and repairs. Provides expertise for the resolution of controversial problems that have proven to be beyond the capability of others.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of experience demonstrating this competency include: Ability to utilize judgment based on experience to resolve novel and obscure problems of an electronic and/or of an inter-discipline nature that are made unique by recent engineering developments and systems changes.
In addition to my experience demonstrating the four competencies above, I have one year of specialized experience equivalent to the next lower grade level (GS-11) or pay band in the federal service or equivalent experience in the private or public sector supporting shipboard IT systems, to include but are not limited to Automated Digital Network System (ADNS), Consolidated Afloat Networks and Enterprise Services (CANES), Common PC Operating System Environment (COMPOSE) Program, Global Command and Control System - Maritime (GCCS-M), Integrated Shipboard Network System (ISNS), and Naval Tactical Command Support System (NTCSS); and providing technical and engineering services such as solid state theory, digital data transmission processes, Local Area Network (LAN) management techniques, and computing topography theory and practices in the support to production shops and ships.
