A INSPECTIONS SPECIALIST (SUPERINTENDENT) (T32), GS, 1801, 12, 1. Serves as a Subject Matter Expert (SME) for all IG programs and exercises significant responsibility as a Wing advisor of The Inspection System, CCIP, Unit Self-Assessment Program (USAP), Complaints Resolution Program (CRP) and FWA Program. Oversees multifaceted IG programs designed to independently assess unit(s) mission readiness, economy, efficiency, and state of discipline for the Wing; and provides timely, credible, and impartial information to program managers, policymakers, and leaders at all levels. Applies extensive knowledge of the Wing and Geographically Separated Unit (GSU) mission sets to develop policy and objectives that integrate IG programs in accordance with Wing Commander's intent, Joint Force Headquarters (JFHQ), multiple Gaining Major Commands (G-MAJCOMs), National Guard Bureau (NGB), Department of the Air Force (DAF), and Department of Defense (DoD) directives. Establishes metrics and analyzes complex data from a variety of sources/systems, to include Management Internal Control Toolset (MICT), Inspector General Evaluation Management System (IGEMS), and Inspector General Evaluation Management System - Classified (IGEMS-C), to identify risk and eliminate undetected non-compliance within the organization. Supports the Wing IG in the overall management and implementation of a wide range of IG functions, to include multiple agency coordination and process improvement affecting mission driven decisions for the Wing Commander. Reviews and provides quality control over the Commander's Inspection Report (CCIR) ensuring accurate assessment of readiness and compliance before submittal to the State Adjutant General, NGB/IG and GMAJCOM(s)/IG. Serves as the primary focal point in the negotiation and authoring for the coordination of memorandums of agreement, memorandums of understanding and support agreements to ensure adequate support of all IG programs. Enhances openness and approachability by conducting or participating in official public meetings, newcomers' sessions, commander's calls, boards, committees, councils, staff meetings, unit selfassessment briefings, and other Wing assemblies. Maintains effective working relationships and stays abreast of industry trends and guidance through participation in NGB/IG conferences, GMAJCOM(s) Quarterly Inspection Working Groups (QIWG) and Semi-Annual Inspection Council (SAIC) meetings as well as State Joint Force Headquarters IG meetings. Performs IG duties IAW the Council of the Inspectors General on Integrity and Efficiency's (CIGIE) Quality Standards for Inspection and Evaluation. Identifies deficiencies and make recommendations to HHQ IGs to modify policies and programs. Serves as the focal point for assimilating pertinent data and information for the G-MAJCOM(s)/IG, NGB/IG, DAF/IG and DoD-IG. (30%) 2. Responsible for planning and executing the various complex programs supporting of the Wing CCIP. Organizes and conducts independent evaluations of high-risk mission areas to identify issues interfering with readiness, economy, efficiency, discipline, effectiveness, compliance, performance, and surety. Utilizes a systematic approach to analyze enterprise-wide inspection data including GMAJCOM(s) continual evaluations, Higher Headquarter (HHQ) Staff Assistance Visits (SAVs), Air Force Audit Agency (AFAA), Wing Climate surveys, and Defense Readiness Report System (DRRS), etc., to develop a comprehensive Risk Based Sampling Strategy (RBSS) which is designed to identify potential blind spots to aid commanders' decisions to allocate resources. Autonomously conducts reoccurring focus groups across the Wing to fact-find and inform RBSS which may detect Wing IG level complaints. Creates a wing-wide inspection and exercise plan, designed to inform leadership of areas of mission execution shortfalls and non-compliance through the Major Graded Areas (MGAs). Performs complex analysis to implement the CCIP as an integrated, synchronized system of inspections, mission assurance exercises, and readiness exercises. As mission dictates, plans and conducts By-Law, Special Emphasis Items (SEI), Special Interest Items (SII), Command Interest Items (CII) and nuclear assurance inspections as outlined by requirements from the DoD, DAF, NGB and G-MAJCOM(s). Coordinates with the Wing Inspection Team (WIT) and external agencies in the development of realistic exercise scenarios, objectives, appropriate inspection techniques, and applicable simulations and deviations. Ensuring thoroughness, impartiality, and appropriateness of strengths, recommended improvement areas, and deficiencies (Minor, Significant and Critical) identified during inspections and exercises. (20%)

  • Minnesota Air National Guard Membership is required. Recommend completion of the NGB/IG Advanced Course within one year of appointment.

GENERAL AND SPECIALIZED EXPERIENCE QUALIFICATIONS REQUIREMENTS: At least one year specialized experience as a GS11 or equivalent in areas such as planning, directing, investigating, administering, conducting, and managing all Inspector General Programs. Experience, education, or training which has provided the applicant with skill in collecting and analyzing data effectively, efficiently, and accurately; knowledge of applicable laws, directives, regulations, policies, and procedures; skill in interpersonal communications, empathy, and effective listening; ability to organize thoughts, research materials, and manage case projects; skill in comprehending and interpreting directives and laws; ability to enunciate without impediment of speech that would interfere or prohibit effective communications; ability to write reports and presentation formats; and ability to communicate -orally and in writing- clearly and effectively. Ability to overcome obstacles to gather and interpret evidence; ability to recognize and resolve discrepancies and/or inconsistencies among findings. Skill in conducting inspections and investigations where significant difficulties are encountered. Knowledge to develop new approaches, methods, or procedures in data gathering and analysis techniques. Ability to select, adapt, and apply investigation and negotiation techniques; interpret complex laws and regulations. Ability to develop new approaches, methods, or procedures in data gathering and analysis techniques, recognizing and resolving discrepancies and/or inconsistencies among findings. Area 1: Current On-board Minnesota National Guard Title 32 Technicians who are in permanent or indefinite technician status as a result of being competitively hired within that National Guard component applying for a position within the component which they are currently employed.

Area 2: Current Minnesota National Guard Title 32 Technicians who are in permanent or indefinite technician status as a result of being competitively hired at a sister component that is identified on the Position Vacancy Announcement (PVA), including onboard Title 5 employees that are also current members of MNNG; i.e. Army MNNG to Air MNNG, Air MNNG to Army MNNG.

Area 3: All Minnesota National Guard members currently assigned to the MNANG or to the MNARNG applying for a position within the component in which they are currently assigned. i.e. temporary technician or Traditional Guardsman.

Area 4: Currently assigned service members in other branches of the military outside of the Minnesota National Guard, to include those assigned to Active Duty, Reserve or other state's National Guard.

Area 5: All individuals able to and willing to become members of the Minnesota National Guard including prior service not currently assigned to a military component and non-prior service US civilians.
