Summary

This is a National Guard Title 5 Excepted Service Position.

This is a Temporary Promotion GS-1801-13 INSPECTOR GENERAL (TITLE 5), Position Description Number T63769000 and is part of the MO Chief of Joint Staff. This is a non-bargaining position.

Duties

  • Performs Investigation of Fraud, Waste, and Abuse, Whistle Blower Reprisal, and Restriction IAW USC 1070 and DOD IG Policy.
  • Oversees Investigations into IG misconduct or mishandling.
  • Oversees investigations of FWA or any other violation of law, regulation or policy.
  • Determines responsiveness of organizational replies and adequacy of response/corrective actions taken to issues referred to the command for investigation.
  • Deals directly with the commanders and upper-level leadership in the resolution of issues and complaints.
  • Maintains, controls, and follows up on each case until resolved and closed.
  • Inspects assigned areas to identify procedural deficiencies and compliance with regulatory procedures.
  • Manages a follow-up program for reported deficiencies through contacts within DOD/DA/SAF/NGB/State IG offices/Internal Review/AAA/ inspected agencies, commands and activities.
  • Examines and analyzes data and narrative information.
  • Conduct special and follow-up inspections, inquiries, and investigations as directed by the NGB IG or TAG.
  • Reviews pre-deployment individual and unit checklists to ensure regulatory compliance.
  • Exercises supervisory personnel management responsibilities.
  • Assigns work, establishes priorities, and ensures technical quality of work products.
  • Provides professional, seasoned analysis and advice to the Wing IG.
  • Performs other duties as assigned.

  • Acceptance of an Excepted Service position constitutes concurrence with these requirements as a condition of employment.
  • Employee must be a citizen of the United States by birth or naturalization.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Participation in direct deposit is mandatory.
  • Failure to complete management prescribed courses for full-time support personnel within the first year of employment or assignment, may be cause for reassignment or termination.
  • Federal employment suitability as determined by a background investigation.
  • Position is subject to the provisions of the DoD Priority Placement Program.
  • Management retains the right to terminate the temporary promotion action without further notice.
  • Selected individual will return to their former position when the temporary promotion is terminated.
  • This is a temporary position for 2 years, maybe extended up to a total of 4 years,
  • Employee will be required to obtain and maintain a SECRET clearance.
  • Must successfully graduate from the U.S. Army Inspector General School and maintain certification in accordance with this regulation.
  • Pre-employment drug testing and participation in random drug testing is a condition of employment.
  • Employee must have moral attributes and personal traits that demonstrate adherence to Army and Air Force Values, and the Army Civilian Corps Creed.
  • Employee must have no record of criminal punishment except for minor offenses or derogatory information contained in IG records as screened by the USAIGA and SAF-IG.

Qualifications

GENERAL EXPERIENCE: Must possess a validated understanding of the basic principles and concepts of this position that demonstrates skill in collecting and analyzing data effectively, efficiently, and accurately; ability to clearly enunciate English without impediment of speech that would interfere or prohibit; effective two-way radio or telephone communication; write English in reports and presentation formats; communicate orally and in writing clearly and effectively; skill in interpersonal communications, empathy, and effective listening; organize thoughts, research materials, and manage case projects; and skill in comprehending and interpreting directives and laws.

GS-13 SPECIALIZED EXPERIENCE: Must possess at least one year of experience equivalent to the GS 12 grade level that provided expert knowledge of all applicable Inspector General Program principles and practices related to federal civilian, military, and National Guard, operational, administrative and technical programs; experience planning for and executing inspector general programs and using software data systems; ability to receive and accurately resolve complaints by listening and providing assistance to the complainant in identifying the problem; ability to make oral and written reports, presentations, and prepare graphs and charts; knowledge of a broad range of management, leadership, and organizational situations that will, or has the potential to, affect the command's policies and procedures; and experience identifying potentially controversial findings, issues, or problems with widespread impacts.

Must possess The Inspector General School (TIGS) certification - proof of certification must be submitted with application.
Must possess Whistleblower Reprisal Investigations certification - proof of certification must be submitted with application.

This job does not have a qualification requirement that allows substitution of education for specialized experience.
