Summary

You will serve as an Intelligence Oversight Program Manager at the GG-14 grade level responsible for functions/duties regarding Intelligence Oversight IAW Executive Order (EO) 12333 (U.S. Intelligence Activities), Department of Defense (DOD) Directive 5240.1-R (Procedures Governing the Conduct of Defense Intelligence Activities), United States Signals Intelligence Directive (USSID) SP0018 (Legal compliance and Minimization Procedures, USSID SE1000, and Department of Navy and USMC Regulations.

Duties

  • You will serve as the senior program manager for intelligence oversight at U.S. Marine Corps Forces Cyberspace Command (MARFORCYBER).
  • You will serve as the subject matter expert (SME) for intelligence oversight within the intelligence staff section, across the command, and at each of the subordinate elements.
  • You will manage a critical intelligence operations program at a major component command headquarters, which supports joint special operations forces with cyberspace operations.
  • You will be responsible for providing expert technical and analytical advice to headquarters staff sections, subordinate commands and units in all matters relating to intelligence oversight.
  • You will be responsible for all intelligence oversight activities and providing centralized administration/governance at the command and its subordinate units.
  • You will be responsible for ensuring the coordination, implementation and execution of intelligence oversight for all U.S. Marine Corps Forces Cyberspace Command (MARFORCYBER) forces.
  • You will develop networks and build alliances; collaborates across boundaries to build strategic relationships and achieve common goals.
  • You will develop and demonstrate operational knowledge of capabilities and accesses of the collection disciplines, strengths and weaknesses of specific technical sensors/platforms, and human sources in area of responsibility.
  • You will execute collection using appropriate collection strategies and within the priorities established through the collection management process.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • PPP applicants must currently hold the required security clearance.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This position may require a 2-year DCIPS Trial Period.
  • This position may be subject to a Polygraph Examination.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS/GG-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing duties such as:
  1. Coordinating, planning and developing and implementing policy, procedures, guidance, doctrine and training for intelligence oversight
  2. Overseeing intelligence activities across all intelligence disciplines including Geospatial Intelligence (GEOINT), Open Source intelligence (OSINT), Signals Intelligence (SIGINT), Counter-Intelligence (CI) and Human Intelligence (HUMINT) to support all-source intelligence production and analysis for full spectrum cyberspace operations.
  3. Applying principles, methods, tools for developing, scheduling, coordinating, monitoring, evaluating, and managing projects and resources, including technical performance.

In order to obtain access to NSA, Ft. Meade, you must be able to obtain and maintain NSA/CSS clearance verification. This clearance verification involves, but is not limited to, investigation into foreign travel and foreign contacts.

NOTE: Possession of TS/SCI clearance does not guarantee that NSA/CSS clearance verification will be granted.
