Appointment Factor(s): This is an Excepted Service position that requires active membership in a compatible military assignment in the Texas Air National Guard and wear of the military uniform.
Areas of Consideration: Nationwide Excepted. This includes:
- All currently employed full-time permanent, indefinite and temporary personnel of the Texas Air National Guard.
- All current members of the Texas National Guard and individuals eligible for membership in the Texas Air National Guard.

Military Requirements
For Dual-Status Technician positions service affiliation under Title 32 USC 709 is required. Military skill set is determined by AFSC/MOS requirements. Upon selection, individuals must be assigned to a compatible military AFSC/MOS in accordance with statutes and National Guard Bureau regulations and must obtain/maintain all requirements of the AFSC/MOS.

Other Requirements:
For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license for the state in which they live or are principally employed. For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment.

Specialized Experience Required
At least 1 year equivalent to at least next lower grade level (GS-09) with experience, education or training developing and recommending policy, organizing and carrying out specific programs, evaluating and recommending changes in methods of intelligence operations. Experience in administrative, investigative, or technical work which required the applicant to deal effectively with others. Experience collecting, evaluating and organizing pertinent facts and to analyze and prepare clear and concise reports. Knowledge of a variety of intelligence specialty areas along with a comprehensive working knowledge of intelligence support operations, procedures, and practices. The GS-11 level intelligence operations specialist must also maintain a complete knowledge of collection and dissemination techniques and sources as well as the ability to produce instructions and manuals with a minimum of direction. To ensure a successful mission, the incumbent of this position is required to maintain a thorough knowledge of all aspects of his/her intelligence specialty area. The incumbent independently evaluates and interprets raw intelligence data and prepares reports based on the analysis of patterns, trends, and characteristics.

A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.

Combination of successfully completed post-high school education and experience that may be used to meet total qualification requirements. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11.
Education

Substitution of Education for Specialized Experience:
Successful completion of a full 4-year course of study in any field leading to a bachelor's degree, in an accredited college or university, meets the GS-5 level requirements.

Trial Period:
As a condition of employment, you will be required to serve a 1- 2 trial period during which we will evaluate your fitness and whether your continued employment advances the public interest. In determining if your employment advances the public interest, we may consider:
- your performance and conduct;
- the needs and interests of the agency;
- whether your continued employment would advance organizational goals of the agency or the Government; and
- whether your continued employment would advance the efficiency of the Federal service.
Upon completion of your trial period your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest
CONDITIONS OF EMPLOYMENT & NOTES:
- Must obtain and maintain a Top Secret clearance and be eligible for access to Special Compartmented Information (SCI).
- Required to fly in military or commercial aircraft.
- May be required to work uncommon tours on short notice.
