This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
To qualify, you must meet the specialized experience requirements describes in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include broad and detailed knowledge and routine application of a wide range of concepts, principles, and practices in Intelligence, Surveillance and Reconnaissance (ISR), Coalition Engagements (CE), Security Cooperation Programs (SCP) policies, regulations, directives, programs, doctrine, concepts, methods, and procedures. Extensive knowledge and understanding of NATO, US, USEUCOM, USAFRICOM, USAFE and partner nations ISR/TPED goals, policies, capabilities and developments as well as daily interface with systems, finance, programming, and basing staff functions, procedures, and methods. Must possess detailed, up-to-date knowledge of and personal experience with culture, laws, customs, and history of partner nations.
Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
- Knowledge of the intelligence, surveillance, and reconnaissance capabilities of NATO and other potential partner nations in the US European Command area of responsibility as well as current and projected interoperability plans and programs focused on increasing the ability of US intelligence activities to share in the processing, exploitation, and dissemination of intelligence in a coalition environment.
- Knowledge of the interplay of geographical, political, military, economic, and industrial forces in various regions of the world as well as foreign intelligence threat entities, operations, and capabilities that may be directed against USAF, DoD, US, and coalition partner resources.
- Knowledge of US intelligence community policies, entities, missions, resources, operations, capabilities, databases, and requirements to perform intelligence research planning, operations collection, target analysis, and other intelligence collection related activities.
- Knowledge of the terminologies, methodologies, current research and analytical techniques used by USAF, DoD, US, and coalition partners to design, develop, build, and maintain communications and computer network architectures for intelligence systems.
- Skill in verbal and written communication techniques used to produce professional quality reports, prepare and present briefings, and participate in meetings, working groups and conferences at national agency, military service, and international levels dealing with military and intelligence cooperation. Skill in handling classified data in accordance with established DoD procedures.
- Ability to quickly assimilate disparate data and render knowledgeable and accurate assessments of the implications of such data; to make decisions, estimates, and recommendations under conditions of urgency and pressure based on mature judgment, experience and recognized professional standing; and to present and argue for a position effectively. Ability to plan detailed and complex studies, anticipate and solve problems, and to collect, organize, and interrelate large amounts of diversely formatted data drawn from a wide variety of sources.
CONDITIONS OF EMPLOYMENT CONTINUED:
- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
- Travel by regularly scheduled commercial or military conveyance in accordance with Joint Travel regulations may be required in performance of temporary duty. Incumbent will occasionally be required on temporary duty throughout the world including to remote locations with limited facilities. These temporary duty assignments could range from short duration to 179 days, and longer. While every effort will be made to schedule these assignments well in advance of the travel, travel may be required with extremely limited notice. It is imperative incumbent have an unlimited ability to perform such travel.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
