This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-14 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
To qualify, you must meet the specialized experience requirements describes in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include having a very broad knowledge base across the concepts and principles comprising scientific and technical intelligence analysis, as well as a comprehensive understanding of its practice, gained through Job experience (or equivalent educational experience and training), to permit independent management of diverse projects affecting intelligence production through the development and maturation of new methods, tools, and processes across the Center.
Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
- Knowledge of a wide range of concepts and principles related to scientific and technical intelligence analysis, and in-depth knowledge of its practice, including single-INT, integrated, all-source analysis combined with tradecraft and Intelligence Community Standards. Knowledge and skill utilizing a wide variety of highly specialized equipment and procedures to including analytic software packages, hardware, computer workstation, and desktop publishing system.
- Extensive knowledge of mission, policy, programs, goals of the Center and its relationships with AF, Defense Intelligence Agency (DIA), the DoD, 16th AF (ACC-ISR), the entire Intelligence Community (IC), and customer elements.
- Extensive knowledge of wide range of concepts, principles, and policies in technical intelligence process, requirements formulation, along with collection techniques, exploitation capabilities; and knowledge of organizational capabilities of the various elements of NASIC are required in order to effectively generate collection requirements and integrated packages.
- Skill in managing complex projects with multiple interdependencies, in compliance with defined procedures, regulations, precedents, and guidelines. Skill in designing and conducting comprehensive studies and preparing solutions to resolve substantive problems and issues impacting effectiveness and efficiency of work operations in a major intelligence organization.
- Skill in working out solutions to problems or questions related to the work, writing clear and concise products, and delivering written and/or verbal presentations to senior level audiences for decision-making purposes; and quickly assimilating disparate data, rendering knowledgeable and accurate assessments of the implication of such data, and making decisions, estimates, and recommendations under conditions of urgency and pressure.
- Excellent communication skills, understanding of IC, DoD and AF Information Technology trends in intelligence analysis, analytic tradecraft, and visual information principles; and ability to mentor and advise junior team members; to communicate effectively, both orally and in writing; to understand and negotiate complex issues, including sensitive topics between senior leaders; and to maintain good working relationships.
CONDITIONS OF EMPLOYMENT CONTINUED:
- This position is covered by the Defense Civilian Intelligence Personnel System (DCIPS), and as such will subject the incumbent to those examinations and/or tests that are necessary to obtain and retain a security clearance and any special accesses required by the position in accordance with AFI 36-1101. This position is a testing designated position and as such requires periodic urinalysis testing. Failure to comply with any of the special requirements, when required, will subject the incumbent of this position to reassignment or disciplinary adverse actions, including demotion or removal.
- Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
- Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
- The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments. Prolonged periods of sitting, reading and intense data analysis are typical. This work is mostly sedentary performed in an office setting.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
