Qualifications
This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include knowledge of a wide range of concepts, principles, and practices in a professional or administrative occupation, such as would be gained through extended graduate study or experience and skill in applying this knowledge to difficult and complex work assignments; or a comprehensive, intensive, practical knowledge of a technical field and skill in applying this knowledge to the development of new methods, approaches, or procedures. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of advanced analytical principles, concepts, and methods to produce detail analyses of complex information/situations attained from multiple sources; proven skill in applying analytical and evaluative techniques to identify, investigate, and resolve complex issues or problems. Knowledge of the national intelligence community, Joint, DoD structure, organizations and mission/functions, inter-relationships and operations.
2. Knowledge of multi-disciplinary intelligence processes, methods, and techniques employed in their intelligence assessment; and knowledge of the many facets of integrated intelligence analysis related to mission data development; and the methodology employed by the community in achieving assessments; and broad knowledge of the intelligence community, their relationships, responsibilities and authorities.
3. Knowledge of Defense Intelligence Analysis Program (DIAP) policy and other applicable USAF, Director of National Intelligence (DNI), and DoD guidelines as they apply to intelligence requirements and production.
4. Skill in conducting complex research, identifying appropriate available systems/data sources, and producing assessments that answer specific tasks to link and leverage agency capabilities in support of customers.
5. Skill in effectively communicating with audiences of all experience levels to provide decisional briefings, team project management updates, and facilitate group training sessions on analytic tradecraft topics; and ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work in a professional manner with peers, management, contractors and other agencies and influence people at all levels of government; must possess a high level of judgement, character, leadership, and communication skills.
6. Ability to maintain control of classified material, quickly assimilate disparate data, render knowledgeable and accurate assessments of the implication of such data, and make decisions, estimates, and recommendations under conditions of urgency and pressure based on mature judgment and experience and present and/or justify a position effectively.
CONDITIONS OF EMPLOYMENT CONTINUED:
1. This position is covered by the Defense Civilian Intelligence Personnel System (DCIPS), and as such will subject the incumbent to those examinations and/or tests that are necessary to obtain and retain a security clearance and any special accesses required by the position in accordance with AFI 36-1101.
2. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
3. A Bachelor's degree in general intelligence, political science, business management, information technology/ computer science, data science, natural sciences or equivalent military technical school training is desired. A strong background in the intelligence community is desired.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
