Qualifications
This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-14 duties for the Professional work category are at the Senior work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Extensive knowledge of and skill in applying the full-range of DOD all-source intelligence mission research, techniques, and practices. Must have expert knowledge in Publicly Available Information and Open Source Intelligence and background in all other intelligence disciplines. Must have expert knowledgeable of the terminologies, methodologies, research and analytical techniques as applied to highly complex assignments and the ability to apply facts and estimates derived from numerous sources to a variety of problems having difficult technical aspects. Ability for individual creative thinking and resourcefulness to have the confidence and ability to conduct analysis to focus investigations and operations on problems having different collection or distribution aspects. Skill in the interpretation, evaluation, and integration of information from a variety of sources. Must have experience working with computer-based tools for analysis and exploitation of large data sets. Skilled in verbal and written communication techniques in order to produce professional quality reports, prepare and present briefings and participate in meetings, working groups, and conferences. Ability to communicate effectively both orally and in writing to brief supervisor and committees, and to prepare analyses of problems and reports. Skill in written and oral communications and ability to negotiate and reconcile differences of opinion in regard to technical and administrative matters. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of MAJCOM planning, programming and budgeting functions as well as ability to implement intelligence capabilities necessary to organize, train and equip combat air and cyber forces for mission accomplishment.
2. Knowledge of the full range of Publicly Available Information, Open Source Intelligence, Human Intelligence, Geospatial Intelligence, Signals Intelligence and other intelligence disciplines, principles and techniques from an Air Force and/or MAJCOM level.
3. Knowledge of the mission, roles, functions, organizational structures, and operation of DOD and Air Force organizations to provide command level staff guidance on various management programs and issues.
4. Knowledge of safety and security regulations, practices, and procedures. Ability to apply laws, executive orders, regulations, policies, and concepts pertaining to military and civilian personnel programs.
5. Ability to plan, organize, and direct the functions and staff, supervise, mentor, motivate, and appraise the staff of an organization and establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.
6. Ability to communicate effectively, both orally and in writing, clearly, concisely, and with technical accuracy, in working out solutions to problems or questions.
CONDITIONS OF EMPLOYMENT CONTINUED:
Drug Testing:This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
