This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Have extensive knowledge of USIC and LE/CI policies, entities, missions, resources, functions, capabilities, data sources, and requirements to perform intelligence research, planning, operations, collections, target analysis and other intelligence collections and analysis related activities. Additionally, employee must have a wide range knowledge of information technology methods, principles, and practices in order to implement the SCD defined objectives including technical development, gathering stakeholder requirements, identifying useful output, and coordinating with the development team.
Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Expert knowledge of technical program management principles and methods, including a variety of qualitative and quantitative methods for the assessment and improvement of program effectiveness. Knowledge of Development, Security, and Operations (DevSecOps) in the development and fielding of large-scale Information Technology projects, as well as the application of Agile project development concepts.
2. Knowledge of USIC and LE/CI policies, entities, missions, resources, functions, capabilities, data sources, and requirements to perform intelligence research, planning, operations, collections, target analysis and other intelligence collections and analysis related activities.
3. Expert knowledge of a comprehensive range of intelligence analysis and collection methods, techniques, practices, and multi-source intelligence information systems in order to develop intelligence insights/capabilities and commit resources.
4. Expert knowledge and experience conducting cyber threat intelligence and comprehensive knowledge of cyber intelligence policies and procedures within the DoD and USIC and expert knowledge of advanced dissemination principles, concepts, and methods to disburse the most complex information attained from multiple sources.
5.Ability to communicate effectively, both orally and in writing, with senior officials from a broad array of activities. Seasoned judgment and ability to exercise authority and the overall planning, direction and execution of several programs.
6. Skill in conducting unbiased complex research and producing comprehensive assessments that leverage agency capabilities in support of mission partners and customers and skill in quickly assimilating disparate data, rendering knowledgeable and accurate assessments of the implication of such data, and making decisions, estimates, and recommendations under conditions of urgency and pressure.???????
CONDITIONS OF EMPLOYMENT CONT'D:
1. Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
2. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
3. Incumbent must possess and maintain a valid state driver's license. While conducting required coordination with AFOSI field units and national-level counterparts, incumbent will frequently be required to travel, by vehicle, throughout the metropolitan Washington DC area.
4. Travel by regularly scheduled commercial or military conveyance in accordance with Joint Travel regulations may be required in performance of temporary duty. Incumbent will occasionally be required on temporary duty throughout the world including to remote locations with limited facilities. These temporary duty assignments could range from short duration to 179 days, and longer. While every effort will be made to schedule these assignments well in advance of the travel, travel may be required with extremely limited notice. It is imperative incumbent have an unlimited
ability to perform such travel.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
