Qualifications
This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
To qualify, you must meet the specialized experience requirements describes in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of a wide range of concepts, principles, and practices in a professional or administrative occupation, such as would be gained through extended graduate study or experience and skill in applying this knowledge to difficult and complex work assignments; or a comprehensive, intensive, practical knowledge of a technical field and skill in applying this knowledge to the development of new methods, approaches, or procedures; extensive knowledge of requirements, reporting, priorities, collection capabilities and ability to network with DOD, DOE and other national level agencies and committees; extensive knowledge of National security policies, entities, missions, resources and operations; strong knowledge of management principles and processes, and techniques for assessing operations and developing strategies for improvements and efficiencies. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Extensive knowledge of national and DOD requirements, reporting, priorities, multi-source collection capabilities and ability to network with DOD, DOE, and other national level agencies and committees.
2. Experience in the application of collection strategies and relevant technologies to address Air Force, DOD, and National Security issues, and the various organizations involved in area is required.
3. Extensive knowledge of National security policies, entities, missions, resources and operations.
4. Strong knowledge of management principles and processes, and techniques for assessing operations and developing strategies for improvements and efficiencies.
5. Knowledge of nuclear weapons effluent collection, detection and analysis techniques, materials used, and the nuclear hazard involved is desired; knowledge of security procedures to maintain control of classified material is required.
6. Ability to communicate both orally and in writing in a clear and accurate fashion. Ability to effectively advocate the program's position to overcome preconceptions, assuage risk concerns, and build program support across government agencies is required.
CONDITIONS OF EMPLOYMENT CONTINUED:
Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
