This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include a mastery of knowledge of the Intelligence Community's various techniques to include HUMINT, SIGINT, GEOINT, and OSINT missions, resources, operations, capabilities, databases, and requirements to perform intelligence research, analysis, and production. Additionally, understand a wide range of concepts governing the 22 SURS mission. Expert knowledge of the interplay of geographic, political, military, economic, and industrial forces in various regions of the world, as well as foreign intelligence threat entities, operations, and capabilities that may be directed against USAF, DoD, and US resources.
Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
- Knowledge of a comprehensive range of HUMINT, GEOINT, SIGINT, and OSINT intelligence research and collection methods, techniques, and practices to use multi-source intelligence information systems to capture data to make recommendations in developing collection capabilities, new hypotheses and theories, and threat assessments.
- Knowledge and application of the principles, concepts, and methodologies of intelligence analysis, research, and production standards and directives utilized in the ISR community.
- Skill in communicating effectively with others, both orally and in writing, in working out solutions to problems or questions related to the work and delivering written and/or verbal presentations to senior-level audiences for decision-making purposes.
- Skill editing and publishing clear and concise reports in accordance with ICD standards and delivering written and/or verbal presentations.
- Ability to maintain control of classified material, quickly assimilate disparate data, render knowledgeable and accurate assessments of the implications of such data, and make decisions, estimates, and recommendations under conditions of urgency and pressure based on mature judgement and experience and present and/or justify a position effectively. The incumbent must be capable of interacting successfully with the operational Air Force community, managers, engineers, scientists, senior-level government officials, and representatives of other government agencies, academies, and industry.
- Ability to manage a small staff and carry out all phases of personnel management responsibilities
CONDITIONS OF EMPLOYMENT CONTINUED:
- Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
- Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the AirForce Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
- This is a key position. The duties of this position meets all requirements as a category 4 designation and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve")
- This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI3020-42, Defense Continuity Programs. Ref: AFI36-129, dated 17 May 2019.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
