The primary purpose of this position is Assistant Chief, Analysis, Correlation, and Fusion Team and Senior Analyst in the 601st AOC Intelligence, Surveillance, and Reconnaissance Division. As the Air Component to US NORTHCOM & CONUS NORAD Region Command, the senior analyst performs complex intelligence analysis on emerging and existing threats to Homeland Defense.

Duties

1. Serves as the AOC's expert intelligence analyst for the AOC commander and division chiefs on all intelligence matters including intelligence processes, analysis, indications and warning (l&W) of threats to theater, collection and production requirements, and reporting and dissemination.
2. Plans and directs the production of intelligence analytical products and reports for ACF Team leadership, ISR division leadership, the AOC command element, other AOC divisions, and C/JFACC.
3. Directs the ISR Division's efforts in support of all AOC & CF ACC planning efforts.
4. Serves as the AOC's senior analyst in support of unit intelligence operations. Maintains program oversight and provides support to all aspects of intelligence analysis and operations to the AOC, subordinate Air Defense Sectors and gained operational units, as appropriate

  • Incumbent must possess and maintain a valid state driver's license. While conducting required coordination, incumbent will frequently be required to travel, by vehicle, throughout the nation.

Qualifications

This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

To qualify, you must meet the specialized experience requirements describes in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Quality experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. My experience includes extensive knowledge of the full range of intelligence research and collection methods, techniques, and practices to use multi-source intelligence information systems to capture data in order to make recommendations in developing intelligence capabilities and threat assessments. Knowledge of advance analytical principles, concepts, and methods to produce detail analyses of complex information/situations attained from multiple sources, to include database manipulation. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of the interplay of geographical, political, military, economic, and industrial forces in various regions of the world as well as intelligence methods and resources; maintains a broad knowledge of all-source analysis; knowledge of threat entities, operations, and capabilities that may be directed against USAF, DoD, and other US resources.

2. Knowledge of US intelligence community policies, entitles, missions, resources, operations, capabilities, databases, and requirements to perform intelligence analysis, research planning, operations collection, target analysis, and other intelligence collection related activities. Ability to quickly assimilate disparate data and render knowledgeable and accurate assessments of the implications of such data; and to apply facts and estimates derived from numerous sources to a variety of problems having different technical aspects.

3. Knowledge of the full range of principles and concepts of intelligence collection, analysis, evaluation, interpretation, and dissemination of information. Skill in handling and controlling classified data and equipment in accordance with established DOD security and classification guidelines and procedures.

4. Skill in designing and conducting comprehensive studies and preparing solutions to resolve substantive problems/issues of effectiveness and efficiency of work operations at a team level. Skill in producing finished intelligence reports and other products that are responsive to the specific needs of customers to include formulating and conducting original research; collating, organizing, and analyzing information; resolving conflicts; and presenting clear and concise findings.

5. Knowledge of Air Force and command program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of intelligence actions related to actual events.

6. Skill in communicating complex subject matter to large audiences, including senior-ranking officials, in highly proficient, concise, and formal oral presentations, written reports/correspondence, and verbal communication in-­person and via telecommunication.

CONDITIONS OF EMPLOYMENT CONTINUED:
1. These positions are in the excepted service authorized by Title 10 U.S.C. and covered by the Defense Civilian Intelligence Personnel System (DCIPS). The employee must also sign a Statement of Understanding prior to occupying a DCIPS position.

2. Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive Information, or involvement in Top Secret Special Access Programs (SAPs) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. A favorable suitability determination is required before appointment

3. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions present a clear threat to the mission of the Air Force, national security, and public safety. Category II/Type 5/Code O.

4. Travel by regularly scheduled commercial or military conveyance in accordance with Joint Travel regulations may be required in performance of temporary duty. Incumbent will occasionally be required on temporary duty throughout the world including to remote locations with limited facilities. These temporary duty assignments could range from short duration to 179 days, and longer. While every effort will be made to schedule these assignments well in advance of the travel, travel may be required with extremely limited notice. It is imperative incumbent have an unlimited ability to perform such travel.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
